3.4.6 Operati<strong>on</strong>al c<strong>on</strong>trol<br />
The organizati<strong>on</strong> shall identify and plan those operati<strong>on</strong>s<br />
that are associated with the significant <strong>energy</strong> aspects<br />
and ensure c<strong>on</strong>sistency with its <strong>energy</strong> policy, <strong>energy</strong><br />
objectives and <strong>energy</strong> targets. This includes:<br />
a) preventing situati<strong>on</strong>s that could lead to deviati<strong>on</strong> from<br />
the <strong>energy</strong> policy, <strong>energy</strong> objectives and <strong>energy</strong> targets,<br />
b) setting criteria for operati<strong>on</strong> and maintenance of installati<strong>on</strong>s,<br />
equipment buildings and facilities,<br />
c) <strong>energy</strong> c<strong>on</strong>siderati<strong>on</strong>s in the acquisiti<strong>on</strong> and purchase<br />
of equipment, raw materials and services; when<br />
purchasing <strong>energy</strong> c<strong>on</strong>suming equipment having a significant<br />
<str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> the total <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong>, the organizati<strong>on</strong><br />
should inform suppliers that purchasing is<br />
partly evaluated <strong>on</strong> the basis of <strong>energy</strong> <strong>efficiency</strong>,<br />
d) evaluati<strong>on</strong> of <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong> when c<strong>on</strong>sidering<br />
the design, change or restorati<strong>on</strong> of all assets which<br />
have the potential to significantly affect <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong>,<br />
including buildings,<br />
e) appropriate communicati<strong>on</strong> in this regard to pers<strong>on</strong>nel,<br />
and people acting <strong>on</strong> behalf of the organizati<strong>on</strong> and<br />
other relevant parties.<br />
The organizati<strong>on</strong> c<strong>on</strong>siders supporting BACS opti<strong>on</strong>s<br />
to achieve and maintain operati<strong>on</strong>al c<strong>on</strong>trol<br />
requirements of the EMS.<br />
As a c<strong>on</strong>sequence, the organizati<strong>on</strong> specifies <strong>energy</strong><br />
objectives and targets for buildings:<br />
Maintenance criteria (e.g. intervals, operating hours<br />
etc.) under the BACS maintenance.<br />
<str<strong>on</strong>g>Building</str<strong>on</strong>g> plants, installati<strong>on</strong>s, equipment, etc., are<br />
c<strong>on</strong>tinuously adapted and optimized to meet current<br />
operati<strong>on</strong>al and organizati<strong>on</strong>al profiles, needs and<br />
demands.<br />
A commitment to implement and purchase (new<br />
procurement or replacement) <strong>on</strong>ly <strong>energy</strong> efficient<br />
BACS equipment and certified products, to the extent<br />
available.<br />
BACS procedures to record and analyze changes in<br />
<strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong> (before/after), modernizati<strong>on</strong>,<br />
etc. of buildings and/or building installati<strong>on</strong>, plans,<br />
equipment etc.<br />

3.5 Checking<br />
3.5.1 M<strong>on</strong>itoring and measurement<br />
The organizati<strong>on</strong> shall establish and describe the <strong>energy</strong><br />
management program.<br />
An <strong>energy</strong> metering plan shall be defined and implemented.<br />
At defined intervals, the organizati<strong>on</strong> shall<br />
m<strong>on</strong>itor, measure and record significant <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong><br />
and associated <strong>energy</strong> factors.<br />
The organizati<strong>on</strong> shall ensure that the accuracy and repeatability<br />
of m<strong>on</strong>itoring and measuring equipment used<br />
is appropriate to the task. Associated records shall be<br />
maintained.<br />
The organizati<strong>on</strong> shall, in each practicable instance, establish<br />
the relati<strong>on</strong>ships between <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong><br />
and its associated <strong>energy</strong> factors and shall, at defined<br />
intervals, assess actual versus expected <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong>.<br />
The organizati<strong>on</strong> shall maintain records of all<br />
significant accidental deviati<strong>on</strong>s from expected <strong>energy</strong><br />
c<strong>on</strong>sumpti<strong>on</strong>, including causes and remedies. Relati<strong>on</strong>ships<br />
between <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong> and <strong>energy</strong> factors<br />
shall be reviewed at defined intervals and revised if<br />
necessary.<br />
The organizati<strong>on</strong> shall wherever possible compare their<br />
<strong>energy</strong> performance indicators against similar organizati<strong>on</strong>s<br />
or situati<strong>on</strong>s, externally and internally.<br />
BACS communicati<strong>on</strong>s with regard to building operati<strong>on</strong>,<br />
maintenance, etc.<br />
The organizati<strong>on</strong> c<strong>on</strong>siders suitable, multiplex<br />
BACS opti<strong>on</strong>s to achieve and maintain the measurement<br />
and m<strong>on</strong>itoring requirements of the EMS<br />
within buildings and specifies:<br />
An appropriate <strong>energy</strong> metering plan for buildings<br />
based <strong>on</strong> BACS to include an <strong>energy</strong> data repository<br />
for storing all types of <strong>energy</strong> data. It should include<br />
data entered at equal intervals (e.g. measured<br />
values for every 15, 30, or 60 minutes, etc.)<br />
and meter readings and also <strong>energy</strong>-related factors<br />
(operating times, occupancy, etc.).<br />
BACS measuring principles including calibrati<strong>on</strong> to<br />
ensure accuracy, high availability and reproducibility<br />
of the <strong>energy</strong> data and records.<br />
BACS activities (more or less <strong>on</strong>line and automated)<br />
for measurement and m<strong>on</strong>itoring, e.g.:<br />
Ongoing logging and m<strong>on</strong>itoring of the significant<br />
<strong>energy</strong> use and affected <strong>energy</strong> factors.<br />
Summary of significant <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong> in form<br />
of key figures.<br />
Compare actual and expected <strong>energy</strong> c<strong>on</strong>sumpti<strong>on</strong>,<br />
etc.<br />
Intervene when deviati<strong>on</strong>s from expected <strong>energy</strong><br />
