certain provisions of laws, regulations, contracts and agreements, noncompliance with which could have a direct and
material effect on the determination of financial statement amounts, and certain provisions of other laws and
regulations specified in OMB Bulletin No. 07-04, as amended. We limited our tests of compliance to the provisions
described in the preceding sentence, and we did not test compliance with all laws, regulations, contracts and grant
agreements applicable to the Foundation. However, providing an opinion on compliance with laws, regulations,
contracts and agreements was not an objective of our audit, and accordingly, we do not express such an opinion. We
caution that noncompliance may occur and not be detected by these tests and that such testing may not be sufficient
for other purposes.
Agency Comments and Our Evaluation
In commenting on a draft of this report (see Appendix A), the Vietnam Education Foundation concurred with the facts
and conclusions in our report.
