edge, minimum vehicle storage <strong>of</strong> 50 feet in length between the<br />

pump islands and the public right‐<strong>of</strong>‐way will be provided.<br />

(E) For land uses that require an entry transaction or have service<br />

attendants, gates or other entry control devices, the vehicle storage<br />

will have an adequate length so that entering vehicles do not queue<br />

back on the adjacent right‐<strong>of</strong>‐way. No portion <strong>of</strong> a parking area,<br />

attendant booth, gates, signing or parking activity shall encroach on<br />

the public right‐<strong>of</strong>‐way.<br />

(F) For schools, adequate storage for parental drop‐<strong>of</strong>f and pick up<br />

areas should be provided entirely on the school campus site.<br />

Crossroad Access Spacing at Interchanges:<br />

Minimum access spacing on crossroads for freeway interchange areas is<br />

critical for avoiding traffic backups and providing safe maneuvering<br />

distances for turning and weaving vehicles to enter the appropriate lanes.<br />

No driveway, intersection, or median opening will be allowed less than<br />

500 feet from the end <strong>of</strong> the taper <strong>of</strong> the ramp furthest from the<br />

interchange. If the proposed distances are less than the minimum<br />

spacing then a written justification demonstrating why the recommended<br />

distances cannot be met shall be submitted to the <strong>Garner</strong> and NCDOT for<br />

approval as an exception.<br />

Traffic Impact Assessment:<br />

A traffic impact assessment (TIA) study may be required by the <strong>Garner</strong><br />

Engineer or the North Carolina DOT District Engineer to evaluate one or<br />

all access locations proposed in a development application. The<br />

estimated trip generation shall be based on the latest edition <strong>of</strong> the ITE<br />

Trip Generation Report. If required according to the <strong>Garner</strong> Unified<br />

Development Ordinance Article 3.5, the traffic study shall be completed<br />

in conformance with the minimum rules and procedures set forth in the<br />

Policy on Street and Driveway Access to North Carolina Highways.<br />

Variances:<br />

The granting <strong>of</strong> a variance shall be in harmony with the purpose and<br />

intent <strong>of</strong> the <strong>Garner</strong> Access Management Guidelines and shall not be<br />

considered until every feasible option for meeting the minimum access<br />

management standards is explored.<br />

Applicants for a variance from the standards must provide pro<strong>of</strong> <strong>of</strong><br />

unique or special conditions that make strict application <strong>of</strong> the provisions<br />

impractical. This shall include pro<strong>of</strong> that:<br />

• Indirect or restricted access cannot be obtained.<br />
