passes; providing incentives to employees who regularly use<br />
alternative modes <strong>of</strong> transportation; inviting area transit services to<br />
conduct lunchtime information forums; and fund guaranteed ride<br />
home programs. New commercial and <strong>of</strong>fice development may also<br />
be required to designate parking spaces for employees who commute<br />
via a carpool or vanpool. Other facility considerations may also<br />
include shower and locker facilities for bicycle commuters, bicycle<br />
storage areas, and kiosks containing information about area transit<br />
services.<br />
Figure 15 on the following page illustrates many <strong>of</strong> the recommended<br />
public transportation improvements. These recommendations include a<br />
downtown circulator loop with service to central and west <strong>Garner</strong> (green<br />
loop), east side to access the White Oak Shopping Center (yellow), and<br />
the preferred route (orange) that combines the two. Also proposed are<br />
more frequent north‐south bus service to connect <strong>Garner</strong> with<br />
downtown Raleigh, one additional stop, and long‐term rail service<br />
described below.<br />
During the discussions with the <strong>Plan</strong> Steering Committee, the St. Mary’s<br />
Street station, which would be primarily a walk‐access location to serve a<br />
revitalized downtown, was preferred over six other candidate station<br />
locations. Three other candidates that could be options, or chosen in<br />
addition to the St. Mary’s Street station to serve commuter volumes, are<br />
also indicated in this figure. The evaluation <strong>of</strong> these three stations is<br />
shown in Table 12, but are not prioritized in this <strong>Plan</strong>.<br />
