4.3 Bicycle and Pedestrian<br />
This section presents the pedestrian and bicycle project<br />
recommendations for the <strong>Garner</strong> <strong>Transportation</strong> <strong>Plan</strong>. Projects are the<br />
physical improvements that will make the <strong>Town</strong> more bicycle‐ and<br />
pedestrian‐friendly. In order to identify a wide range <strong>of</strong> projects to serve<br />
a variety <strong>of</strong> users, the recommendations include on‐road projects such as<br />
adding sidewalks and bike lanes along roadways, to <strong>of</strong>f‐road projects<br />
such as greenway trails and small neighborhood connections. Projects<br />
also address trail and street crossings to make it easier for pedestrians<br />
and cyclists to pass through intersections or cross major roads. All <strong>of</strong><br />
these improvements will help to create an interconnected pedestrian and<br />
bicycle network in <strong>Garner</strong>.<br />
Project recommendations are organized into three sections below:<br />
pedestrian projects, bicycle projects and intersection improvements. The<br />
pedestrian projects include a variety <strong>of</strong> short sidewalk recommendations,<br />
called “spot improvements,” and longer sidewalk corridor projects.<br />
Sidewalk recommendations have been prioritized based on criteria<br />
identified by the Steering Committee and public feedback, as well as<br />
safety and economic considerations. The bicycle projects identified in<br />
the <strong>Plan</strong> include bike lanes, sharrows and paved shoulders to<br />
accommodate cyclists on <strong>Garner</strong> streets and raise motorist awareness <strong>of</strong><br />
the presence <strong>of</strong> bicyclists on local roadways. The proposed intersection<br />
improvements include safety enhancements <strong>of</strong> various roadway crossings<br />
throughout the <strong>Town</strong>.<br />
Though not identified in a separate table, shared‐use greenway trail<br />
recommendations are included in the <strong>Plan</strong> to provide <strong>of</strong>f‐road options for<br />
cyclists and pedestrians <strong>of</strong> all skill levels. Greenway trails should be<br />
constructed at 10‐14 ft in width to serve as dual‐purpose facilities for<br />
both pedestrians and bicyclists and meet ADA requirements. The<br />
greenway recommendations in the <strong>Plan</strong> include previously proposed<br />
greenway trails from the Wake County Greenway <strong>Plan</strong> and North <strong>Garner</strong><br />
<strong>Plan</strong>, in addition to new recommendations for connector trails that will<br />
link important bicycle and pedestrian destinations in town.<br />
Pedestrian Project Recommendations<br />
Pedestrian facilities can include sidewalks, greenways, and intersection<br />
improvements, as well as streetscaping projects and traffic calming<br />
efforts. Such facilities can be built “incidentally” as part <strong>of</strong> a roadway<br />
