Potential Impact<br />

If prices are too low, communities <strong>and</strong> local<br />

government may refuse to maintain emission<br />

reduction interventions after the <strong>KFCP</strong><br />

implementation period. If prices are too high,<br />

powerful locals <strong>and</strong> outsiders with use influence to try<br />

to gain control of peatl<strong>and</strong>s to detriment of local<br />

people.<br />

Either would prevent participation in the international<br />

REDD carbon market <strong>and</strong> the effect could extend to<br />

all peatl<strong>and</strong>s.<br />

Fire risk management would become more difficult,<br />

especially if variability were difficult to predict.<br />

Preliminary Mitigation Strategy<br />

2 3 M If prices are too low, there is little that can be done other than<br />

resorting to the voluntary market. If too high, government will<br />

have to be vigilant to ensure that a l<strong>and</strong> grab does not occur.<br />

2 4 H System must be designed to be scientifically credible while<br />

being relatively simple to maintain.<br />

3 4 H Develop fire management system tailored to the level of<br />

climatic risk seasonally <strong>and</strong> in multi-year cycles.<br />
