information upwards <strong>and</strong> outwards within their agencies as well as to various target audiences such as<br />

those in the UNFCCC.<br />

Some information will go through the Technical Panel (TP) to: (1) evaluate <strong>and</strong> possibly revise<br />

information before it goes to the client agencies; <strong>and</strong> (2) disseminate information through other<br />

channels such as scholarly publications <strong>and</strong> technical meetings (including UNFCCC meetings) after<br />

clearance by client agencies. The TP also serves an evaluative function, to guide design <strong>and</strong><br />

implementation; assess results; <strong>and</strong> provide advice to the PO based on those assessments. The<br />

diagram indicates a feedback loop linking the TP, PO, <strong>and</strong> M&E, which will be a critical mechanism<br />

for learning <strong>and</strong> knowledge capture.<br />

Some information will flow through the database <strong>and</strong> then up through the Facility <strong>and</strong> the PO before<br />

reaching the TP <strong>and</strong> other users, although members of the TP will be directly engaged in emissions<br />

monitoring <strong>and</strong> will get results directly. Similarly, social experts will be involved in <strong>and</strong> get results<br />

from village-based interventions. The database should focus on indicators for management <strong>and</strong> certain<br />

well-defined REDD outcomes. It must be recognised that the database cannot capture all the<br />

information that must be communicated about the <strong>KFCP</strong> <strong>and</strong> REDD.<br />

4.2.7 UNFCCC<br />

As one of the first large scale REDD demonstration activities, the <strong>KFCP</strong> will provide important<br />

lessons to inform UNFCCC negotiations. It will also generate useful experience that can be drawn<br />

upon by other demonstration activities, both in Indonesia <strong>and</strong> abroad. Disseminating these lessons will<br />

be an important activity. Drawing on the <strong>KFCP</strong>‘s experience to inform UNFCCC negotiations will be<br />

guided by DCC, which represents the Government of Australia in that forum, together with the<br />

Government of Indonesia‘s negotiating team. The <strong>KFCP</strong> offers an example of close collaboration<br />

between Annex I <strong>and</strong> G77 countries, as well practical examples of how to approach complex issues<br />

that must be addressed in negotiations. Both of these aspects can be drawn upon to help build<br />

international confidence in REDD. It will also be important to ensure that the <strong>KFCP</strong> contributes to the<br />

technical debates that accompany the UNFCCC process. Participation in side events, preparation of<br />

technical papers, promotional brochures <strong>and</strong> public presentations all offer ways of achieving this goal.<br />

The IAFCP <strong>Partnership</strong> Office, working with DCC <strong>and</strong> its GoI partners, should seek to identify such<br />

opportunities.<br />
