4.2 COMMUNICATION AND EXTERNAL RELATIONSHIPS<br />

Communications Strategy<br />

The <strong>KFCP</strong> is designed as a learning activity, producing information <strong>and</strong> capturing knowledge from<br />

that information to be communicated to a number of distinct audiences, some of whom will be<br />

engaged in an ongoing dialogue with the <strong>KFCP</strong> staff. Communicating effectively will require the<br />

development of a Communications Strategy that will define: Who are the <strong>KFCP</strong> audiences; what<br />

are their information needs; <strong>and</strong> what is the best method/media for communicating with them?<br />

Some audiences, such as the Department of <strong>Climate</strong> Change <strong>and</strong> working groups of the Technical<br />

Panel will require specific types of technical information, often according to a prescribed schedule.<br />

Other groups, such as people in target villages, local government officials, <strong>and</strong> the general public in<br />

Central <strong>Kalimantan</strong>, will need information related to their role in REDD, which will evolve over the<br />

life of the <strong>KFCP</strong>. Messages will have a variety of purposes including socializing REDD, changing<br />

behaviours related to l<strong>and</strong> use <strong>and</strong> fire, informing science <strong>and</strong> policy, <strong>and</strong> building government <strong>and</strong><br />

community support for REDD. A Knowledge, Attitudes <strong>and</strong> Practices (KAP) Survey of target villages<br />

at the beginning of implementation will provide a baseline against which to measure the effectiveness<br />

of behaviour change communication <strong>and</strong> will ensure that gender elements are mainstreamed. It is<br />

envisioned that some form of web-based communication system will be set up for internal<br />

communication while external communication to some audiences may be facilitated by either a<br />

dedicated web site or using a site that may be established to support ICFI.<br />

A consultant will be engaged early in Year 1 to develop the Communications Strategy that will<br />

address public outreach, a proactive media approach, <strong>and</strong> a br<strong>and</strong>ing strategy. The strategy will<br />

include Guidelines for Internal <strong>and</strong> External <strong>KFCP</strong> Communications that complies with AusAID<br />

policy <strong>and</strong> addresses who can communicate to the various audiences on specific topics, including<br />

communications with the news media <strong>and</strong> civil society. The <strong>KFCP</strong> must develop <strong>and</strong> maintain strong<br />

working relationships with the following groups <strong>and</strong> develop communication mechanisms that are<br />

both effective <strong>and</strong> efficient. See Figure 5, which depicts communications flows.<br />

4.2.1 Central <strong>Kalimantan</strong> Provincial Government <strong>and</strong> Kapuas District<br />

On 8 April 2008, the Provincial Secretary issued an instruction establishing a <strong>KFCP</strong> coordinating<br />

team <strong>and</strong> supporting secretariat to coordinate <strong>KFCP</strong> activities with relevant provincial agencies,<br />

district government <strong>and</strong> the University of Palangka Raya. Representatives from the provincial REDD<br />

task force are expected to be included in the provincial-level secretariat. This will be the official point<br />

of coordination for <strong>KFCP</strong> Coordinator, although direct coordination with key agencies, such as the<br />

Planning Board <strong>and</strong> the Forestry Department, will be required on a regular basis. The Coordinator, or<br />

one of his/her staff, will have to meet regularly with the Governor <strong>and</strong> the District Leader to keep<br />

them informed of progress <strong>and</strong> seek their guidance on important policy, coordination, or capacity<br />

building issues. The <strong>KFCP</strong> will have to coordinate its work with the government programs <strong>and</strong><br />

initiatives described below.<br />

The Governor of Central <strong>Kalimantan</strong> has provided strong support for REDD to be included in a post-<br />

2012 international framework to address GHG emissions, <strong>and</strong> is similarly a strong supporter for the<br />

rehabilitation <strong>and</strong> sustainable use of peatl<strong>and</strong>s within the EMRP area. The Governor is responsible for<br />

the implementation of INPRES 2/2007, GoI‘s program for rehabilitating the EMRP area.<br />

The Provincial Government is currently developing a framework on sustainable peatl<strong>and</strong> based on the<br />

existing National Strategy <strong>and</strong> Action Plan for Sustainable Management of Peatl<strong>and</strong>s <strong>and</strong> the<br />

‗Green Government Policy‘ that is currently being developed by a special task force.<br />

The Provincial Government is also preparing a Special Task Force for REDD at the provincial level<br />

that will undertake the tasks listed below. The <strong>KFCP</strong> will have to coordinate closely with this REDD<br />

Task Force, especially in terms of building REDD capacity <strong>and</strong> developing a communications<br />

strategy.<br />
