2.4 OVERVIEW OF THE DEMONSTRATION ACTIVITY<br />

As the <strong>KFCP</strong> is the first demonstration activity under the IAFCP, the Governments of Indonesia <strong>and</strong><br />

Australia will work in partnership to pursue multiple objectives intended to demonstrate REDDrelated<br />

activities at a scale that will achieve development results <strong>and</strong> co-benefits while also generating<br />

knowledge that can applied elsewhere in Indonesia <strong>and</strong> used to inform international discussions on<br />

REDD. The <strong>KFCP</strong> is intended to be a learning activity in which technical, scientific, <strong>and</strong><br />

institutional innovations are tested, refined, <strong>and</strong> communicated to add to the body of REDD<br />

knowledge <strong>and</strong> experience. The <strong>KFCP</strong> goal is stated below. The Objective Tree for the <strong>KFCP</strong><br />

(Figure 2) indicates its goal, purpose, four components, <strong>and</strong> supporting outputs to achieve REDDrelated<br />

results. 9 The four components correspond to the key aspects of REDD: 1) reducing GHG<br />

emissions through incentives to local people <strong>and</strong> technical means; 2) developing methods <strong>and</strong><br />

capacity to measure <strong>and</strong> monitor GHG emissions; 3) developing <strong>and</strong> testing equitable <strong>and</strong> practicable<br />

payment mechanisms to channel financial payments to those people <strong>and</strong> organisations that contribute<br />

to achieving emissions reductions, <strong>and</strong> 4) building institutional <strong>and</strong> technical readiness on the part of<br />

local government <strong>and</strong> villages to implement REDD on a sustainable basis.<br />

<strong>KFCP</strong> Goal: to demonstrate a credible, equitable, <strong>and</strong> effective approach to reducing<br />

greenhouse gas emissions from deforestation <strong>and</strong> forest degradation, including from the<br />

degradation of peatl<strong>and</strong>s, that can inform a post-2012 global climate change agreement <strong>and</strong><br />

enable Indonesia’s meaningful participation in future international carbon markets.<br />

The <strong>KFCP</strong> is one of the first large-scale REDD demonstration activities in Indonesia <strong>and</strong> the first in<br />

tropical peatl<strong>and</strong> anywhere in the world. L<strong>and</strong> clearing <strong>and</strong> fires in Indonesia‘s peatl<strong>and</strong>s are a major<br />

source of global GHG emissions because these ecosystems contain very high carbon stocks, mostly in<br />

belowground biomass. Exposed peat dries rapidly, resulting in oxidation of the organic matter, <strong>and</strong><br />

creating a serious threat of fire in dry periods. Halting peatl<strong>and</strong> drainage, along with stopping or<br />

reversing degradation/deforestation of peat swamp forest, offers great potential for emission<br />

reductions.<br />

The <strong>KFCP</strong> will work to contribute to REDD in many areas, including:<br />

Demonstrating genuine emissions reductions can be achieved from REDD activities;<br />

Demonstrating credible, equitable, <strong>and</strong> effective approaches to REDD;<br />

Trialing innovative, market-oriented approaches to REDD financing <strong>and</strong> REDD<br />

implementation measures;<br />

Documenting the positive <strong>and</strong> negative social <strong>and</strong> economic impacts of the REDD<br />

demonstration on participating communities, especially focusing on the results of <strong>KFCP</strong><br />

interventions targeted at communities;<br />

Providing lessons learned from the <strong>KFCP</strong> for Indonesia <strong>and</strong> Australia to introduce to the<br />

UNFCCC negotiations on REDD to support efforts to include REDD in a post-2012 global<br />

climate change outcome;<br />

Contributing to IAFCP objectives by complementing <strong>and</strong> supporting IAFCP activities<br />

including the Roadmap for Access to International Carbon Markets, the development of the<br />

FRIS <strong>and</strong> INCAS for Indonesia, <strong>and</strong> the FWI project;<br />

Demonstrating how to effectively manage <strong>and</strong> conserve tropical peat forests based on<br />

state-of-the-art scientific knowledge, with the potential to apply these techniques throughout<br />

Indonesia‘s extensive peatl<strong>and</strong>s;<br />

Producing co-benefits in terms of providing livelihood options <strong>and</strong> cash payments for REDD<br />

services to target villages, conserving biodiversity, reducing health impacts <strong>and</strong> economic<br />

losses from smoke, <strong>and</strong> clarifying l<strong>and</strong> tenure <strong>and</strong> property rights of communities, thereby<br />

providing a basis for economic security while reducing the threat of conflict;<br />
