(ii) develop a strategic plan for REDD activities in the province;<br />

(iii) coordinate with the National Working Group on REDD;<br />

(iv) identify <strong>and</strong> propose possible sites for REDD demonstration activities;<br />

(v) develop capacity building <strong>and</strong> awareness programs on REDD; <strong>and</strong><br />

(vi) facilitate development of REDD methodology <strong>and</strong> monitoring in cooperation with other<br />

institutions.<br />

Because of the importance of the Kapuas District government <strong>and</strong> its technical agencies to the<br />

technical <strong>and</strong> political success of the <strong>KFCP</strong>, the <strong>Partnership</strong> Office proposes that the District Leader<br />

(Bupati) establish a district-level <strong>KFCP</strong> coordination team <strong>and</strong> Secretariat.<br />

4.2.2 IAFCP <strong>and</strong> National Government<br />

The IAFCP PO, the Facility Manager, <strong>and</strong> the <strong>KFCP</strong> Coordinator will work together to develop<br />

protocols for communications between the field <strong>and</strong> the Steering Committee, <strong>KFCP</strong> Coordinating<br />

Committee, the Ministry of Forestry, <strong>and</strong> other GoI agencies that may become actively involved as<br />

payment mechanisms <strong>and</strong> REDD monitoring protocols are developed <strong>and</strong> GoI‘s REDD institutions<br />

evolve. In most cases, the PO staff will serve as the gatekeeper for this dialogue. The Facility<br />

Manager may not need to be involved in technical communication on a regular basis but the Facility<br />

M&E Specialist should be.<br />

4.2.3 Australian Government<br />

The PO will be responsible for managing information flow between the <strong>KFCP</strong>, AusAID/Canberra,<br />

<strong>and</strong> the Department of <strong>Climate</strong> Change (DCC). AusAID <strong>and</strong> DCC should be able to communicate its<br />

information needs rapidly to the <strong>KFCP</strong> Coordinator <strong>and</strong> receive a timely response.<br />

4.2.4 Research Partners<br />

The <strong>KFCP</strong> has two categories of research partners: 1) members of Technical Panel Working Groups<br />

who are engaged in developing solutions to specific scientific questions related to REDD; <strong>and</strong> 2)<br />

members of the wider network of cooperating research organisations. The amount of scientific <strong>and</strong><br />

technical information requested from the <strong>KFCP</strong> or provided by the research partners could quickly<br />

overwhelm the Coordinator <strong>and</strong> his/her small staff. The PO <strong>and</strong> the Facility M&E Specialist will have<br />

to develop a mechanism to screen requests <strong>and</strong> in-coming information, providing the Coordinator<br />

with a synopsis of messages <strong>and</strong> identifying what actions are required from the field. This process<br />

should be relatively straightforward for the Working Groups, but could be more challenging for the<br />

wider research network. The PO may have to establish communications ground rules, which could<br />

include a web portal where information requests <strong>and</strong> documents, such as plans <strong>and</strong> scientific papers,<br />

can be posted (see Figure 5 for indicative information flows).<br />

4.2.5 FRIS <strong>and</strong> INCAS<br />

The <strong>KFCP</strong> GIS/Remote Sensing Specialist <strong>and</strong> Facility M&E Specialist must develop a good working<br />

relationship with the FRIS/INCAS development team at national level. The FRIS/INCAS Specialist in<br />

the PO will serve as the primary point of contact <strong>and</strong> gatekeeper for this dialogue.<br />

4.2.6 Donor Partners<br />

Assuming that the Netherl<strong>and</strong>s government funds implementation of proposed activities under the<br />

EMRP Master Plan <strong>and</strong> funds a second phase of Central <strong>Kalimantan</strong> Peatl<strong>and</strong>s Project, close<br />

coordination will be required between the <strong>KFCP</strong> <strong>and</strong> these two projects to ensure that field activities,<br />

policy, <strong>and</strong> capacity building are complimentary <strong>and</strong> not duplicative. The Coordinator will have to<br />

work closely with counterparts on the teams implementing the Dutch-funded projects, which may<br />

include joint planning exercises.<br />

Figure 5 is a diagram of communications flows within the <strong>KFCP</strong> <strong>and</strong> with outside partners. The top<br />

row is immediate users or consumers of the information—<strong>KFCP</strong>‘s clients. These would be primarily<br />

technical staff within the agencies represented on the Steering Committee, who in turn disseminate<br />
