ATTACHMENT 2. VILLAGE ENGAGEMENT PROCESS<br />

The following table was developed at a <strong>KFCP</strong> workshop in January 2009 through a consultative<br />

process among the implementing partners <strong>and</strong> other <strong>KFCP</strong> stakeholders. The process is depicted in<br />

Figures 2.1 <strong>and</strong> 2.2.<br />

1) The process should start in close<br />

consultation with district governments<br />

focusing on reaching agreement on<br />

implementation, especially that village plans<br />

will be considered legal village development<br />

documents, thus activities not funded under<br />

the <strong>KFCP</strong> could then either be funded through<br />

the government budget or through other<br />

support.<br />

2) Prepare material <strong>and</strong> team members for<br />

public consultation regarding Master Plan<br />

with focus on REDD <strong>and</strong> the <strong>KFCP</strong>. This<br />

includes developing materials <strong>and</strong> short visits<br />

to test materials.<br />

3) Public consultations to introduce REDD <strong>and</strong><br />

the <strong>KFCP</strong> (within context of MP) to the target<br />

communities. This includes explaining the<br />

meaning of REDD, changes expected under<br />

the <strong>KFCP</strong> <strong>and</strong> REDD, <strong>and</strong> mechanisms, <strong>and</strong><br />

benefits of the <strong>KFCP</strong> <strong>and</strong> REDD.<br />

Use local languages in public consultations.<br />

4) Power analysis <strong>and</strong> a village organisational<br />

assessment to better underst<strong>and</strong> who has<br />

resources <strong>and</strong> how they are managed (as this<br />

has not been done, focussing on all villages).<br />

5) Conduct a village Baseline in the 16<br />

settlements (desa, dusun dan dukuh). This<br />

activity includes setting methodology,<br />

reviewing secondary data, collecting primary<br />

data, <strong>and</strong> feeding back results to the villages.<br />

This process will be based upon results<br />

generated through CKPP.<br />

6) Provide TOT (Training of Trainers) in gender<br />

biased community facilitation<br />

/planning/MUSRENBANGDES for community<br />

leaders (formal <strong>and</strong> informal) on Community<br />

Planning. The training includes<br />
