Capacity for Effective Governance<br />

Starting in the early implementation phase, the <strong>KFCP</strong> will endeavour to facilitate governance <strong>and</strong><br />

institutional arrangements based on principles of transparency, accountability, good governance <strong>and</strong><br />

participation following a roadmap for local government engagement proposed by CARE. It will be<br />

critical to build local government ownership of <strong>KFCP</strong> activities in order to ensure sustainability after<br />

the formal implementation period.<br />

Training workshops in REDD awareness will be designed <strong>and</strong> pilot tested for government officials <strong>and</strong><br />

other important stakeholders at the district level. Initially the training component will emphasise the<br />

need to build local government capacity to support the implementation of the <strong>KFCP</strong> <strong>and</strong> other REDD<br />

initiatives in Central <strong>Kalimantan</strong>, particularly in the Kapuas District. Training will emphasise the<br />

importance of good governance through multi-stakeholder approaches.<br />

Long-term training needs in Central <strong>Kalimantan</strong> are significant. During early implementation, the<br />

<strong>KFCP</strong> will review existing training <strong>and</strong> capacity-building efforts related to REDD in the province <strong>and</strong><br />

undertake a detailed assessment of training needs; develop training modules; identify prospective<br />

participants from local government, the private sector, <strong>and</strong> civil society; <strong>and</strong> undertake pilot-testing of<br />

training modules. Core training modules are likely to include multi-stakeholder processes, conflict<br />

resolution, application of the freedom of information act (Law No 14/2008), the Master Plan for the<br />

Rehabilitation of the Ex-Mega Rice Project Area, <strong>and</strong> concepts, methods <strong>and</strong> risk management<br />

associated with REDD. The initial focus of training will be on building capacity in local government,<br />

particularly in key agencies directly involved in the <strong>KFCP</strong>.<br />

Fostering a wider underst<strong>and</strong>ing of REDD will support implementation of the <strong>KFCP</strong>, through building<br />

awareness <strong>and</strong> creating a more realistic set of expectations around REDD, <strong>and</strong> long-term commitment<br />

<strong>and</strong> acceptance on REDD from local stakeholders.<br />
