3.1.4.1 Existence of CSO umbrella bodies<br />

Figure 3.1.4, presented previously,shows that no more than 10% of the organizations have<br />

nation-wide coverage or are present in various provinces. The ISCO07 corroborated this result<br />

for umbrella organisations, networks and broad federation coverage. Many respondents felt<br />

that only a small minority (22%) belongs to networks or federations and broad umbrella<br />

organizations.<br />

3.1.4.2 Effectiveness of CSO umbrella bodies<br />

Despite the weak national coverage of organizational networks, INC07 respondents felt that<br />

they play an effective or reasonably effective role in pursuing the goals and targets of CSOs.<br />

Roughly 43% of respondents felt that the role of networks and federations was somewhat<br />

effective compared to 18% who felt they were not very effective.<br />

In meetings with stakeholders and in some secondary sources, the issue of the institutional<br />

potential of networks was discussed. The opinions of the main actors differ.<br />

On the one hand, some analysts feel that certain networks and coalitions have achieved positive<br />

objectives; for example, the case of the Land Campaign, the Debt Group’s mobilisation for debt<br />

forgiveness for <strong>Mozambique</strong>, or participation in the Poverty Observatory and in the commission<br />

to elect the president of the NEC (Negrão 2003).<br />
