3.2.4.3 Public spiritedness<br />
The available data indicate a perception that justice bodies have the duty to make people obey<br />
the law. Of those interviewed, 85% believe that they can be punished if they commit serious<br />
crimes, 78% believe that citizens who do not pay their taxes should be punished and 66% said<br />
they could be punished if they obtained municipal services without paying for them (Afrobarometer<br />
2003).<br />
The INC07 also found “moderate” levels of public spiritedness. This is demonstrated by the<br />
replies presented in Table or 3.3.6 although, based on daily experience there is the perception<br />
that declarations of honesty are not always consistent with a person’s real feelings.<br />

People express their concern about theft in the street, attacks of varying severity and other<br />
incorrect public manifestations. The marked absence of trust in the effectiveness of the security<br />
and justice authorities justifies a more detailed investigation of this subject.<br />
3.2.5 Legal Environment<br />
This sub-dimension examines to what extent the legal environment can be considered enabling<br />
or disabling for civil society in <strong>Mozambique</strong>. It received a score of 1.0 meaning a legal environment<br />
on the border between weak and moderate. Table 3.2.7 summarizes the scores of the indicators.<br />
