Proceedings
The president called for consultation with the parliamentarian, who ruled that the title is
not part of resolution. The president referred the insertion of the word “legal” between
“humane” and “immigration” in the title to a vote of Council.
The vote failed, with 160 “yes” votes and 287 “no” votes, resulting in the title “Working
for a Just and Humane Immigration Policy.”
There was no further discussion. The president asked if Council was ready to vote. The
reply via voting cards was yes. The president called for the vote. The motion was carried,
and R-9s was adopted.
The president recognized Mr. Hobson, who acknowledged the Resolutions Committee.
Mr. Hobson asked the president for the Committee to be discharged. The president
discharged the Committee.
The secretary made an announcement.

The president called for a 15-minute break of the Council.
Report of the Committee on Constitution and Canons
The president called Council to order.
The president recognized J.P. Causey Jr., St. John’s, West Point and chair of the Committee
on Constitution and Canons, to give the report of the Committee.
Mr. Causey introduced the members of the Committee and thanked them for their
service. He also thanked all those who attended the open hearing and made comments.
Mr. Causey noted that two proposed amendments to the Constitution of the Episcopal
Church adopted on first reading at General Convention in 2006 were included in the Annual
Council materials posted on the diocesan Web site: A020 to Amend Article I.2 and A021 to
Amend Article VIII. This is pursuant to the requirement that proposed amendments to the
Constitution of the Episcopal Church be made known to each diocesan Council. No action
is required; the notice is purely for informational purposes and to document in the Journal
that the proposed amendments have been made known to diocesan Council.
Mr. Causey noted that A020, the amendment to Article I.2, takes away the right of retired
bishops to vote in the House of Bishops, and leaves them with seat and voice only. A021,
the amendment to Article VIII, expands the scope of ministers of other denominations
who a bishop can allow to officiate in our Church from just Lutherans to other churches
in full communion with us.
Mr. Causey reported that the Committee recommends adoption of C-1, to amend Article
III regarding young adult delegates at Council, on second reading and moved adoption
on behalf of the Committee.
The president called for discussion.
The president recognized the Rev. Laura Lockey, Episcopal Campus Ministry chaplain in
Harrisonburg, who spoke in support of the motion. She noted that college students have
often been a part of Council, and that they have a lot to say as young adults.
