<strong>The</strong> president called for consultation with the parliamentarian, who ruled that the title is<br />

not part <strong>of</strong> resolution. <strong>The</strong> president referred the insertion <strong>of</strong> the word “legal” between<br />

“humane” and “immigration” in the title to a vote <strong>of</strong> <strong>Council</strong>.<br />

<strong>The</strong> vote failed, with 160 “yes” votes and 287 “no” votes, resulting in the title “Working<br />

for a Just and Humane Immigration Policy.”<br />

<strong>The</strong>re was no further discussion. <strong>The</strong> president asked if <strong>Council</strong> was ready to vote. <strong>The</strong><br />

reply via voting cards was yes. <strong>The</strong> president called for the vote. <strong>The</strong> motion was carried,<br />

and R-9s was adopted.<br />

<strong>The</strong> president recognized Mr. Hobson, who acknowledged the Resolutions Committee.<br />

Mr. Hobson asked the president for the Committee to be discharged. <strong>The</strong> president<br />

discharged the Committee.<br />

<strong>The</strong> secretary made an announcement.<br />

Break<br />

<strong>The</strong> president called for a 15-minute break <strong>of</strong> the <strong>Council</strong>.<br />

Report <strong>of</strong> the Committee on Constitution and Canons<br />

<strong>The</strong> president called <strong>Council</strong> to order.<br />

<strong>The</strong> president recognized J.P. Causey Jr., St. John’s, West Point and chair <strong>of</strong> the Committee<br />

on Constitution and Canons, to give the report <strong>of</strong> the Committee.<br />

Mr. Causey introduced the members <strong>of</strong> the Committee and thanked them for their<br />

service. He also thanked all those who attended the open hearing and made comments.<br />

Mr. Causey noted that two proposed amendments to the Constitution <strong>of</strong> the Episcopal<br />

Church adopted on first reading at General Convention in 2006 were included in the <strong>Annual</strong><br />

<strong>Council</strong> materials posted on the diocesan Web site: A020 to Amend Article I.2 and A021 to<br />

Amend Article VIII. This is pursuant to the requirement that proposed amendments to the<br />

Constitution <strong>of</strong> the Episcopal Church be made known to each diocesan <strong>Council</strong>. No action<br />

is required; the notice is purely for informational purposes and to document in the Journal<br />

that the proposed amendments have been made known to diocesan <strong>Council</strong>.<br />

Mr. Causey noted that A020, the amendment to Article I.2, takes away the right <strong>of</strong> retired<br />

bishops to vote in the House <strong>of</strong> Bishops, and leaves them with seat and voice only. A021,<br />

the amendment to Article VIII, expands the scope <strong>of</strong> ministers <strong>of</strong> other denominations<br />

who a bishop can allow to <strong>of</strong>ficiate in our Church from just Lutherans to other churches<br />

in full communion with us.<br />

Mr. Causey reported that the Committee recommends adoption <strong>of</strong> C-1, to amend Article<br />

III regarding young adult delegates at <strong>Council</strong>, on second reading and moved adoption<br />

on behalf <strong>of</strong> the Committee.<br />

<strong>The</strong> president called for discussion.<br />

<strong>The</strong> president recognized the Rev. Laura Lockey, Episcopal Campus Ministry chaplain in<br />

Harrisonburg, who spoke in support <strong>of</strong> the motion. She noted that college students have<br />

<strong>of</strong>ten been a part <strong>of</strong> <strong>Council</strong>, and that they have a lot to say as young adults.<br />
