Day One<br />

Conversion <strong>of</strong> St. Paul<br />

<strong>The</strong> Rt. Rev. Peter James Lee, president <strong>of</strong> the <strong>Annual</strong> <strong>Council</strong>, called the 213 th <strong>Annual</strong><br />

<strong>Council</strong> to Order at 9 a.m.<br />

Bishop Lee welcomed Mr. Michael Painter from Holy Comforter, Vienna, as leader <strong>of</strong><br />

music at <strong>Council</strong>.<br />

Determination <strong>of</strong> Quorum<br />

<strong>The</strong> secretary <strong>of</strong> the <strong>Diocese</strong>, Mr. Patrick N. Getlein, reported that according to the Article<br />

IV <strong>of</strong> the diocesan Constitution, one-third <strong>of</strong> the members <strong>of</strong> the clerical order and<br />

one-half <strong>of</strong> the members <strong>of</strong> the lay order constitute a quorum for the transaction <strong>of</strong> any<br />

business at any regular or special meeting <strong>of</strong> the <strong>Council</strong>. Mr. Getlein further reported<br />

that there being 423 members <strong>of</strong> the clerical order present (141 required for a quorum),<br />

and there begin 264 members <strong>of</strong> the lay order present (132 required for a quorum), that at<br />

8:30 a.m. a quorum was achieved with 154 members <strong>of</strong> the clerical order registered and<br />

140 members <strong>of</strong> the lay order registered.<br />

Rules <strong>of</strong> Order<br />

<strong>The</strong> president reminded <strong>Council</strong> that the Rules <strong>of</strong> Order from the previous <strong>Council</strong><br />

remain in effect unless amended.<br />

Appointment <strong>of</strong> Parliamentarian<br />

<strong>The</strong> president appointed Russell V. Palmore Jr., Esq., <strong>of</strong> St. Paul’s, Richmond as<br />

parliamentarian.<br />

Appointment <strong>of</strong> Secretary and Assistants<br />

<strong>The</strong> president appointed Mr. Getlein as secretary <strong>of</strong> <strong>Council</strong>. He then appointed Henry<br />

D.W. Burt, Esq., and Ms. Elizabeth Magill as assistant secretaries <strong>of</strong> <strong>Council</strong>.<br />

Adoption <strong>of</strong> Program<br />

<strong>The</strong> program <strong>of</strong> the 213 th <strong>Annual</strong> <strong>Council</strong> was moved and adopted.<br />

Meditation Number 1<br />

Bishop Lee introduced the Rt. Rev. Victoria Matthews, who gave the first mediation <strong>of</strong> the<br />

morning.<br />

Bishop Lee noted that Bishop Victoria Matthews became the first female bishop in the<br />

Anglican Church <strong>of</strong> Canada in 1993 when she was elected bishop suffragan <strong>of</strong> Toronto.<br />

In 1997, she was elected diocesan bishop <strong>of</strong> Edmonton. She also served as the chair <strong>of</strong> the<br />

Primate’s <strong>The</strong>ological Commission. Bishop Matthews resigned as bishop <strong>of</strong> Edmonton<br />

effective November 30, 2007, and serves as bishop-in-residence at Wycliffe College in the<br />

University <strong>of</strong> Toronto for the 2008 winter term.<br />

Appointment <strong>of</strong> Committees<br />

<strong>The</strong> Committees <strong>of</strong> <strong>Council</strong>, having previously been appointed, were noted as follows:<br />
