Proceedings<br />
<strong>The</strong> president asked if someone would be willing to move an amendment to the budget,<br />
under item B, other estimated income, that would be increased by whatever the amount is<br />
<strong>of</strong> this vote, and in item C, to adjust upward C-3, the Shrine Mont Scholarship Fund, for a<br />
similar amount. <strong>The</strong> motion was made and seconded.<br />
<strong>The</strong> president recognized the Rev. Jason Roberts, Grace & Holy Trinity, Richmond, who<br />
noted that he was grateful for the past increases to the campus ministry budget. He also<br />
thanked the Budget Committee for its continued support <strong>of</strong> world mission, noting that<br />
in line item F-11, the amount was not cut. He also thanked the Budget Committee and<br />
<strong>Council</strong> for support <strong>of</strong> Buck Blanchard.<br />
<strong>The</strong> president recognized the Rev. Michael Pipkin, <strong>The</strong> Falls Church, who pointed<br />
out that <strong>Council</strong> was creating restricted funds with the collection for the Shrine Mont<br />
Scholarship Fund, and that this a larger issue <strong>of</strong> stewardship that should be taken back to<br />
the parishes.<br />
<strong>The</strong> president recognized the Rev. Webster Gibson, Christ Church, Winchester, who<br />
noted that it is the charge <strong>of</strong> the clergy to challenge ther vestries to make the <strong>Diocese</strong> a<br />
priority in their budgets.<br />
<strong>The</strong> president recognized the Rev. Jennings Hobson, Trinity, Washington, who pointed<br />
out the overall six percent increase, and said that it takes clergy and lay folks to remind<br />
people that not supporting the budget impacts children and others.<br />
<strong>The</strong> president said that 197 people pledged $100 each to support these ministries, which<br />
would mean that item B under other estimated income can be raised by $19,700. He said<br />
that the first $6,790 will be returned to Item C-3 for the Shrine Mont Scholarship Fund, if<br />
he understood the will <strong>of</strong> <strong>Council</strong> correctly.<br />
<strong>The</strong> president asked for further debate, then called the vote to restore $19,700 to the<br />
Shrine Mont Scholarship Fund. <strong>The</strong> motion carried, and the amendment to the budget<br />
was adopted.<br />

<strong>The</strong> president called for the vote. <strong>The</strong> motion was carried and the budget was adopted<br />
as amended.<br />
Mr. Metheny requested that the Budget Committee be dismissed. <strong>The</strong> president<br />
dismissed the Budget Committee.<br />

<strong>The</strong> president thanked and named the volunteers <strong>of</strong> the Parish Youth Ministries<br />
Committee who volunteered for <strong>Council</strong> proceedings: John Garland Wood, St.<br />
Stephen’s, Richmond; Kevin Covucci, St. Mary’s, Arlington; Allie Grimes, St. Thomas’,<br />
McLean; Rachel Wattenbarger, St. Christopher’s, Springfield; Leigh Gale, St. George’s,<br />
Fredericksburg; Bobby Paxton, Emmanuel, Harrisonburg; Jonathan Trobaugh, Church <strong>of</strong><br />
