C-1 Composition <strong>of</strong> the <strong>Council</strong><br />

Adopted on second reading and is now effective.<br />

This proposal was adopted as C-4 on first reading at the 212 th <strong>Annual</strong> <strong>Council</strong>. It must be<br />

adopted on two successive meetings <strong>of</strong> the <strong>Annual</strong> <strong>Council</strong>.<br />

Amend Article III, Section 1 as follows:<br />

(e) <strong>The</strong> Lay members <strong>of</strong> the Standing Committee, the Lay members <strong>of</strong> the Executive Board,<br />

the Chancellor, the Presidents <strong>of</strong> the Regions, the President <strong>of</strong> the Episcopal Church<br />

Women <strong>of</strong> the <strong>Diocese</strong>, five lay persons, not over 21 years <strong>of</strong> age at the time <strong>of</strong> election,<br />

to be elected on or before May 1 as Youth Delegates by five <strong>of</strong> the Regional <strong>Council</strong>s<br />

designated on an annual rotating basis by the Standing Committee, and two lay<br />

persons, not over 25 years <strong>of</strong> age at the time <strong>of</strong> election and participants in an Episcopal<br />

higher education ministry in the <strong>Diocese</strong>, to be elected by the Standing Committee on<br />

or before May 1 as Collegiate Delegates shall be members <strong>of</strong> <strong>Council</strong> ex <strong>of</strong>ficio.<br />

C-2 Composition <strong>of</strong> the <strong>Council</strong><br />

Referred to a special committee to be appointed by the bishop.<br />

This proposal is submitted for first reading. In order to be effective, amendments to the<br />

Constitution must succeed at two successive meetings <strong>of</strong> the <strong>Annual</strong> <strong>Council</strong>.<br />

Amend Article III Section 1 (d) as follows:<br />

(d) <strong>The</strong>re shall be only one Lay Delegate from each church, to be chosen by its Vestry. But<br />

from every church having more than three hundred confirmed communicants in good<br />

standing reported to the Diocesan authorities in the last annual report, there shall be<br />

an additional Lay Delegate for each three hundred confirmed communicants in good<br />

standing, or major fraction there<strong>of</strong>, above the first three hundred. But from every<br />

church having at least one priest or deacon serving as an assistant, by whatever title,<br />

whose employment has been approved by the Bishop, being either canonically resident<br />

or duly licensed in the <strong>Diocese</strong> and being compensated for at least two-thirds time<br />

in accordance to the Diocesan minimum compensation guidelines, there shall be an<br />

additional Lay Delegate for each said assistant position in the parish that has been filled<br />

for at least eight <strong>of</strong> the twelve months prior to <strong>Council</strong>. <strong>The</strong> <strong>Council</strong>, with advice <strong>of</strong> the<br />

President, may rescind the credential <strong>of</strong> any parish’s Lay Delegate whose corresponding<br />

assistant position is vacant for the six months prior to <strong>Council</strong>. <strong>The</strong> <strong>Council</strong>, with the<br />

advice <strong>of</strong> the President, may grant full Lay Delegate credentials to any parishs Lay<br />

Alternate when a prior vacant assistant position or a new assistant position is created<br />

and becomes and remains occupied for the six months prior to <strong>Council</strong>.<br />
