Proceedings<br />
<strong>The</strong> president recognized the Rev. Lauren Stanley who spoke to a proposed resolution,<br />
designated by the president as R-8, the Sudan Divestment Resolution. She called for<br />
<strong>Council</strong> to support House Bill 556, currently before the General Assembly. Her motion to<br />
admit the resolution for consideration was seconded and the resolution was admitted.<br />
<strong>The</strong>re were no additional resolutions or canonical amendments.<br />
<strong>The</strong> president reminded <strong>Council</strong> that, according to the Rules <strong>of</strong> Order, resolutions and<br />
amendments to the Constitution and Canons not submitted prior to <strong>Council</strong> are subject<br />
to the provisions <strong>of</strong> the Rules <strong>of</strong> Order requiring two-thirds <strong>of</strong> the <strong>Council</strong> vote to allow<br />
resolutions from the floor in order to be considered (Rule 5. B and C.)<br />
<strong>The</strong> president also reminded <strong>Council</strong> that “No floor amendment to the proposed budget<br />
will be considered unless the subject matter <strong>of</strong> the proposed amendment has been<br />
presented to the Budget Committee prior to or during open hearings.”<br />
