all <strong>of</strong> the amendments or enactments, whether or not repealed, to the extent that the<br />

changes made in separate amendments or enactments are not in conflict with each other,<br />

the Chancellor and the Chairman <strong>of</strong> the Committee on Constitution and Canons shall<br />

make the determination whether or not there is a conflict and certify the text <strong>of</strong> the single<br />

enactment to the Secretary <strong>of</strong> the <strong>Council</strong>.<br />

Section 3. At the conclusion <strong>of</strong> each regular meeting <strong>of</strong> General Convention, the<br />

Chancellor and the Chairman <strong>of</strong> the Committee on Constitution and Canons <strong>of</strong> this<br />

<strong>Diocese</strong> shall be empowered to correct numbering references in the Constitution and<br />

Canons <strong>of</strong> this <strong>Diocese</strong> to the Constitution and Canons <strong>of</strong> the General Convention, which<br />

corrections shall be reported to the Secretary <strong>of</strong> the <strong>Diocese</strong>.<br />

Canon 31.<br />

Health Insurance.<br />

Section 1. Any and all health insurance coverage provided or paid for by the <strong>Diocese</strong>,<br />

Churches, Diocesan Missions or Missions <strong>of</strong> a Founding Church located within the<br />

<strong>Diocese</strong> for active and retired ordained persons or lay employees shall be provided<br />

through the diocesan health insurance plans established by the Executive Board.<br />

Section 2. <strong>The</strong> Executive Board shall establish forms and processes for receiving<br />

applications for exception or exemption from the mandate <strong>of</strong> paragraph 1 here<strong>of</strong>, and for<br />

reviewing and reaching a decision regarding each application. <strong>The</strong> Executive Board may<br />

designate an appropriately constituted body and delegate to it the necessary authorities<br />

to receive, review and make recommendations to the Executive Board. A description<br />

<strong>of</strong> these forms and processes shall be furnished to the entities identified in paragraph<br />

1 here<strong>of</strong>, made available by the <strong>Diocese</strong> upon request, and published in the annual<br />

guidelines <strong>of</strong>fered by the Diocesan Compensation Commission as approved by the<br />

Executive Board.<br />

Section 3. <strong>The</strong> Executive Board may grant such exemptions or exceptions from the<br />

mandate <strong>of</strong> paragraph 1 here<strong>of</strong> as it deems appropriate. Each decision <strong>of</strong> the Executive<br />

Board shall be communicated to the applicant in writing together with a description <strong>of</strong><br />

any process that the Executive Board may establish for appealing its decisions.<br />

Section 4. In deciding on each application, the Executive Board shall be guided by the<br />

following considerations (among such others as it may deem appropriate):<br />

(a) consistency;<br />

(b) fairness;<br />

(c) hardship;<br />

(d) coverage available through spousal, military or other plans;<br />

(e) the effect that the exemption or exception requested, if granted, would have on<br />

the plan as a whole;<br />

(f) the precedential effect <strong>of</strong> the exemption or exception requested, if granted.<br />
