Report <strong>of</strong> the Committee on Budget<br />
Bishop Lee called on Mr. Don Metheny, Trinity, Fredericksburg, and chair <strong>of</strong> the Budget<br />
Committee to give the report <strong>of</strong> the Committee.<br />
Thank you, bishop, and good morning. I am Don Metheny, a member <strong>of</strong> Trinity Church,<br />
Fredericksburg and chair <strong>of</strong> the Budget Committee to this <strong>Annual</strong> <strong>Council</strong>. Following<br />
yesterday’s hearing, the budget I present to you is the result <strong>of</strong> recent adjustments to<br />
income and expenses, the frank and helpful input <strong>of</strong> the members <strong>of</strong> this <strong>Council</strong> who<br />
spoke at yesterday’s open hearing and the thoughtful consideration by the members <strong>of</strong><br />
your Budget Committee.<br />
Serving as chairman <strong>of</strong> your Budget Committee is both a responsibility and a privilege.<br />
To begin, I take advantage <strong>of</strong> the latter. Since you arrived yesterday and received the 2008<br />
pledge report, I am especially pleased to report a number <strong>of</strong> additional pledges. We have<br />
received either increases or new pledges from the following churches: Abingdon Church,<br />
White Marsh; Christ Church, Christchurch; St. James’, Montross; St. Peter’s, Oak Grove;<br />
Olivet Church, Alexandria; St. James’, Mt. Vernon; St. Peter’s, New Kent; Church <strong>of</strong> the<br />
Creator, Mechanicsville; Grace Church, Casanova; St. Matthew’s, Sterling; Emmanuel<br />
Church, Woodstock; Christ Church, Charlottesville; Emmanuel Church, Greenwood; St.<br />
Mary’s, Fleeton. In addition, two <strong>of</strong> our continuing congregations have submitted new<br />
pledges, both <strong>of</strong> which were tithes <strong>of</strong> 10 percent to the <strong>Diocese</strong>. <strong>The</strong>y are St. Margaret’s<br />
Woodbridge in the amount <strong>of</strong> $12,000 and Epiphany, Herndon in the amount <strong>of</strong> $7,500.<br />
<strong>The</strong> total increases in giving <strong>of</strong> all these parishes I have mentioned is about $275,000,<br />
which is included in the budget you have before you.<br />
Now let me turn to the particulars <strong>of</strong> the budget at hand. <strong>The</strong> budget for 2008 was first<br />
proposed and adopted at the December meeting <strong>of</strong> the Executive Board. From there,<br />
oversight is turned over to the Budget Committee <strong>of</strong> <strong>Annual</strong> <strong>Council</strong>. I will now ask that<br />
all Budget Committee members who are present come forward and stand here with me<br />
and I will introduce you after you are up here.<br />
While the other members <strong>of</strong> the Committee make their way forward, I would like to<br />
explain how we arrived at the budget that we are presenting today. Starting with the<br />
budget proposed by the Executive Board, we first adjusted income items based on<br />
