Health Law<br />
Letter to the Commission on Health Care Facilities in the 21st Century,<br />
expressing concern that the Commission’s forthcoming recommendations<br />
“which reportedly include possible closure, merger, consolidation and restructuring<br />
of hospitals” do not comply with Title VI of the federal civil<br />
rights law and would have dramatic and disproportionate effects on communities<br />
of color and poverty in <strong>New</strong> <strong>York</strong> <strong>City</strong>.<br />
International Commercial Disputes<br />
Report on the Hague Convention on Choice of Court Agreements. The<br />
report looks at how current U.S. and foreign law and practice would be<br />
affected by U.S. and foreign ratification of the Convention. The report<br />
identifies the respects in which the Convention would change or<br />
otherwise impact current U.S. law and practice with respect to choice-ofcourt<br />
agreements; assesses the pros and cons of such changes; and analyzes<br />
certain practical issues with respect to the implementation of the<br />
Convention.<br />
International Human Rights<br />
Letter to the Minister of Justice of Maldives expressing concern that the<br />
trial of Mohamed Nasheed, who was arrested and detained on charges of<br />
terrorism and acts against the state, has not comported with international<br />
standards as defined in the International Covenant on Civil and<br />
Political Rights.<br />
“Antiterrorism and Security Laws in India.” This comprehensive report<br />
examines India’s recent antiterrorism and other security laws, situating<br />
those laws in historical and institutional context in order to (1) analyze<br />
the human rights concerns that arise from these laws and (2) understand<br />
the ways in which British colonial-era patterns and practices have evolved<br />
and been maintained after independence. The report is based to a considerable<br />
extent on information learned during a research visit to India by<br />
several members of the Committee on International Human Rights. In conclusion,<br />
the report recommends that the Indian government maintain and<br />
build upon its recent efforts to prevent acts of terrorism and hold perpetrators<br />
accountable. The report also urges the Indian government to take steps<br />
to cooperate more fully with international institutions responsible for<br />
monitoring and implementing compliance with human rights standards.<br />
Letter to President Bush expressing concern over the arrest and imprisonment<br />
of Mikhail Trepashkin, a Russian lawyer. The letter questions whether<br />
