Limitations<br />

The evaluators have not faced major logisticallimitations during the implementation of this <strong>evaluation</strong>.<br />

Access to all stakeholders and counterparts has been assured, as well as to documentation and guidance<br />

from the <strong>UNFPA</strong> country and regional office was comprehensive. However, the evaluators felt an<br />

important limitation considering the extension of the <strong>evaluation</strong> of only 15 working days for two<br />

consultants, considering the ambitious TORs and the scope of the exercise. <strong>UNFPA</strong> justifies these<br />

limitations with budget constraints. Regarding the implementation of the exercise,the evaluators feel that<br />

the field mission for data collection was too short. Fortunately no <strong>evaluation</strong> questions or thematic areas<br />

of the <strong>evaluation</strong> had to be left out, but even if all necessary stakeholders have been met, several meetings<br />

were held with an important number of participants, so they rather resembled more of a focus group<br />

meeting than individual interviews. Regarding the collection of information and stakeholders’ opinions,<br />

important details might have been lost as a result. A longer field mission would have allowed an even<br />

deeper and better analysis then the one presented in this report. It would have allowed for a higher<br />

number of individual meetings and would have allowed to go into more details, since frequently an<br />

important amounts of the limited time for meetings was additionally lost because of the need of<br />

translation from <strong>Moldova</strong>n or Russian to English and vice versa. To reduce the loss of time as far as<br />

possible evaluators opted frequently for simultaneous translation.<br />

5. Purpose, scope, objectives and key questions of the <strong>evaluation</strong><br />

5.1 Purpose<br />

The purposeofthis <strong>evaluation</strong> is to assess the achievementsof<br />

the<strong>Country</strong><strong>Programme</strong>’sdevelopmentinterventions,thefactorsthatfacilitated or hindered<br />

achievement,andtocompilelessonslearned toinform thedevelopmentofthenextcountry programme cycle<br />

(<strong>2012</strong>-2016).Inaddition,the<strong>evaluation</strong>shallderive<br />

recommendations,goodpracticesandlessons<br />

learnedfrommeasuringthe achievements,outputsandoutcomesproducedbytheprogramme.The <strong>evaluation</strong><br />

alsohighlights <strong>UNFPA</strong>’s comparative advantage and makesrecommendations on<br />

alternativecostefficientstrategiestobe usedbyimplementingpartnersand<strong>UNFPA</strong>inplanningthenext<br />

countryprogrammefor<strong>UNFPA</strong>supportwithinthenextUNDAF.<br />

5.2 Scope<br />

Regarding its scope, the <strong>evaluation</strong> covers the period<strong>2007</strong>tothe present, regarding all three<br />

programmecomponents,<br />

(a)reproductivehealth;(b)populationand<br />

development;and(c)gender.Humanrights,reproductive rights,advocacyandbehavioural change<br />

communication(BCC) beingcrosscuttingissues are also addressed. The assessment refers to<br />

activities implemented in <strong>Moldova</strong>, including Transnistria. The data collection field mission for this<br />

<strong>evaluation</strong> was implemented from July 19 to July 26. A total of 24 meetings and interviews were carried<br />
