(OSCE). The project is the result of an intensive collaboration between the participating agencies of<br />

UNDP, <strong>UNFPA</strong>, IOM Mission and OSCE Mission to <strong>Moldova</strong>, key public institutions 50 and other<br />

relevant partners in the anti-trafficking and gender communities in <strong>Moldova</strong>.<br />

The overall goal of this Project is to improve: 1) the ability of the Government of <strong>Moldova</strong>, in<br />

partnership with civil society, local communities, and other service providers, to provide its vulnerable<br />

citizens with a life free from the threat or experience of domestic violence and human trafficking, and<br />

2) the access of vulnerable citizens to quality, comprehensive, necessary medical, psychological, social,<br />

legal, employment and housing services, to achieve and sustain such a life.<br />

Throughout the Project implementation, the Government demonstrated responsiveness by leading the<br />

process of design and validation of important mechanisms to implement the rights of victims of human<br />

trafficking and domestic violence.The Project’s successful work to bolster the Government and civil<br />

society organization’s advocacy and awareness raising programmes targeting different groups, led to<br />

the following intermediate results:<br />

• The 1 st phase of the nation-wide awareness-raising campaign on domestic violence resulted in a<br />

higher level of identification (including self-identification) of victims of domestic violence.The<br />

Trust Line for victims of domestic violence registered about 1,464 calls following the launch of<br />

the national awareness raising campaign on domestic violence in October 2009.<br />

• The Project was successful in providing support, capacity building, and training to expand<br />

the National Referral System (NRS) for victims and potential victims of human trafficking to<br />

the victims of domestic violence.<br />

• The NRS Strategy concept was upgraded 51 and approved by the National Committee for<br />

Combating Trafficking in Human Beings and the Ministry of Labour, Social Protection and<br />

Family Board.<br />

• The wide territorial discrepancies within <strong>Moldova</strong> concerning the access to social services for<br />

all vulnerable groups represent a considerable impediment for the National Referral System<br />

(NRS) operations throughout the country. By expanding the NRS both geographically and<br />

thematically, the Project partners contributed to the elimination of the above gaps<br />

• 1,622 victims, 772 potential victims, 336 perpetrators and 12 victims or perpetrators benefited<br />

from direct assistance provided in all Project districts. Drochia shelter for victims of domestic<br />

violence assisted 263 beneficiaries (women and children) through psychological, legal,<br />

medical assistance, housing, job counselling, and job placement, amongst others.<br />

50 After the reform of the Government structure (approved in September 2009), the Ministry of Social Protection,<br />

Family and Child was renamed the Ministry of Labour, Social Protection and Family and the Ministry of Local<br />

Public Administration (MLPA) was liquidated. The responsibilities of the MLPA were divided between the Ministry<br />

of Construction and Regional Development and the Bureau for Decentralization and Local Autonomy within the<br />

State Chancellery.<br />
