Impact/Degree of Change<br />

The assessmentof the impactoftheprojectconsidersthelongertermandultimateresultsattributable<br />

totheCPAPinterventionsthatwerebeingimplemented. Itconsidersthepositiveandnegative longtermeffects,whichmay<br />

beeconomic,socio-cultural,institutional,technologicaland<br />

environmentalorothereffects. Thusinthe<strong>evaluation</strong>oftheinterventions,theassessment shoulddetermine the<br />

positiveandnegative changesproducedbytheinterventiondirectlyor indirectly,intendedorunintended.<br />

Sustainability<br />

The criteria of Sustainability had not been included as specific <strong>evaluation</strong> criteria in the TORs. However,<br />

the authors decided to include a brief section on sustainability in order to provide a complete report,<br />

including all standard criteria. Since no specific questions regarding sustainability have been formulated<br />

in the TORs, general questions regarding these criteriaare addressed in this report.<br />
