The costs of the <strong>UNFPA</strong> <strong>evaluation</strong> will be covered from <strong>2011</strong> CP core funds.<br />
The International Consultant /Team Leader will be remunerated in two stages based on the<br />
quality and timeliness of the presented outputs, which are as follows: The first draft of the<br />
<strong>UNFPA</strong> <strong>evaluation</strong> report prior on comments from various reviewers (30% of total fee). The<br />
Final <strong>UNFPA</strong> <strong>evaluation</strong> report, incorporating the comments received from various stakeholders,<br />
presented during a stakeholder meeting (70% of total fee).<br />
REQUIRED QUALIFICATIONS AND EXPERIENCE<br />
• Advanced university degree (Master's or equivalent) in Health Economics, Social Policy, Public<br />
health, Gender, Demography, Development or transition Studies, or relevant Social Sciences with<br />
at least 8-10 years of relevant professional experience, including previous substantial involvement<br />
in <strong>evaluation</strong>s and/or reviews;<br />
• Advanced relevant professional experience, including previous substantial involvement<br />
in <strong>evaluation</strong>s and/or reviews;<br />
• Excellent knowledge of the UN system and UN common country programming<br />
processes, UNDAF and <strong>UNFPA</strong> programme activities;<br />
• Specialized experience and/or methodological/technical knowledge, including data<br />
collection and analytical skills, particularly in one of the following areas: human rightsbased<br />
approaches to programming; gender considerations; Results Based Management<br />
(RBM) principles; logic modelling/logical framework analysis; quantitative and<br />
qualitative data collection and analysis; participatory approaches; Sector Wide<br />
Approaches (SWA).<br />
• Knowledge of development challenges in CEE/CIS region especially <strong>Moldova</strong>;<br />
• Past experience as a team-leader in a related assignment (s);<br />
• Previous experience on <strong>evaluation</strong> in Eastern European countries and a good<br />
understanding of the culture and context will be an advantage but not necessarily<br />
required;<br />
• Good understanding of following approaches: Human Rights, Gender, participatory<br />
<strong>evaluation</strong> and processes and results based management for monitoring and <strong>evaluation</strong>;<br />
• Ability for the compilation of data and its quantitative and qualitative analysis within the<br />
logical framework approach and problem tree analysis;<br />
• Ability to work in partnership with various stakeholders: partners, governments,<br />
beneficiaries on sensitive issues like reproductive health;<br />
• Proven experience in policy development and analysis around reproductive health,<br />
gender, population issues and poverty reduction strategies highly desirable;<br />
