CONTEXT<br />
The <strong>UNFPA</strong> <strong>Moldova</strong> in close partnership with the Government and other National Counterparts<br />
is currently in process of preparing the <strong>UNFPA</strong> <strong>Country</strong> <strong>Programme</strong> Evaluation, which is<br />
mandatory procedure and should serve as a major input for the planning process of next <strong>UNFPA</strong><br />
CP cycle for the period of 2013-2017. The <strong>evaluation</strong> will assess all three <strong>Country</strong> <strong>Programme</strong><br />
components (a) reproductive health; (b) population and development; and (c) gender, which are<br />
reflected in the <strong>Country</strong> <strong>Programme</strong> Action Plan (CPAP).<br />
The <strong>UNFPA</strong> Evaluation will use standard criteria (relevance, effectiveness, efficiency, impact and<br />
sustainability of results) as well as the key issues of design, focus and comparative advantage of the<br />
<strong>UNFPA</strong>. National counterparts will be major partner in the <strong>evaluation</strong> contributing both through data<br />
from national systems and validation of <strong>UNFPA</strong> <strong>evaluation</strong> results.<br />
The <strong>UNFPA</strong> <strong>evaluation</strong> process will also seek to capitalize on other <strong>evaluation</strong>s that took place<br />
earlier or at the same time, including the UNDAF <strong>Moldova</strong> Evaluation, Assessment of<br />
Development Result (ADR) etc. The <strong>UNFPA</strong> <strong>evaluation</strong> will seek to be independent, credible<br />
and useful, and will adhere to the highest possible professional standards in <strong>evaluation</strong>. It will be<br />
responsive to the needs and priorities of the Republic of <strong>Moldova</strong> and provide accountability and<br />
learning opportunities to the <strong>UNFPA</strong> and UN system. The <strong>evaluation</strong> will be conducted in a<br />
consultative manner and will engage the participation of a broad range of stakeholders.<br />

TEAM STRUCTURE, OBJECTIVES AND SCOPE<br />
The International Consultant is expected to evaluate two programme components i.e. Population<br />
and Development (P&D) and Reproductive Health (RH) and to also act as Team Leader working<br />
with a National Consultant who will evaluate the Gender component. The <strong>UNFPA</strong> Evaluation<br />
will be conducted in close collaboration with the <strong>UNFPA</strong> <strong>Country</strong> Director for <strong>Moldova</strong>, UN RC<br />
in <strong>Moldova</strong>, <strong>UNFPA</strong> CO and national counterparts.<br />
