Coordinate communication with So. California Edison and<br />
Sempra Energy Co. for restoration <strong>of</strong> services. Provide contacts<br />
for vendors <strong>of</strong> rental generators and initiate mutual assistance<br />
between unaffected agencies for emergency backup power.<br />
Consult with the impacted utilities and the California<br />
Department <strong>of</strong> Public Health (CDPH) for water quality concerns<br />
and public notices.<br />
Coordinate the resources necessary for repair <strong>of</strong> the <strong>Orange</strong><br />
<strong>County</strong> water and wastewater agencies’ infrastructure.<br />
Facilitate mutual aid from outside agencies through the <strong>Orange</strong><br />
<strong>County</strong> Operational Area utilizing the above mentioned mutual<br />
aid agreements. Utilize WEROC Mutual Aid Directory and<br />
private vendor lists to identify available water haulers,<br />
temporary water lines, piping, heavy equipment, etc.<br />
If time allows, notify coastal agencies to take the appropriate<br />
actions for life safety; and if there is time protection <strong>of</strong><br />
infrastructure. Request CDPH support in evaluating water<br />
contamination via salt water intrusion and backflow <strong>of</strong> raw<br />
sewer water. Support agency efforts to restore water flow in<br />
unique conditions <strong>of</strong> flooding (safety) and potentially lack <strong>of</strong><br />
electricity. Continue support similar to an earthquake response.<br />
Since such an incident typically involves a long-term response<br />
with law enforcement. WEROC could support the agency with<br />
staff, communications with the <strong>County</strong>, and resources required<br />
for recovery <strong>of</strong> operational systems. In addition, coordination <strong>of</strong><br />
WEROC water quality advisors, CDPH, and public information<br />
<strong>of</strong>ficers will be critical.<br />
Coordination with the <strong>Orange</strong> <strong>County</strong> Public Works Department<br />
for flood control support. Coordination <strong>of</strong> mutual assistance for<br />
repair <strong>of</strong> infrastructure.<br />
Identify impacts to water resources and resource management<br />
for the county during the current weather season and<br />
conditions. Evaluate the need and ability for accelerated<br />
reconstruction and/or restoration <strong>of</strong> services.<br />
Work with the CDPH and the <strong>Orange</strong> <strong>County</strong> retail water<br />
agencies that have open water sources to determine impacts to<br />
water quality and appropriate protective actions. Work with<br />
agencies within the fallout zone to determine current<br />
operational capabilities and future use <strong>of</strong> infrastructure in the<br />
affected area.<br />
Coordinate with Fire Unified Command Post to ensure that<br />
information and resource needs are being met. Ensure that fire<br />
protection is being provided to critical infrastructure and that<br />
<strong>Municipal</strong> <strong>Water</strong> <strong>District</strong> <strong>of</strong> <strong>Orange</strong> <strong>County</strong><br />
