Executive Summary<br />

• Offer opportunities for public participation through publicly-noticed meetings and<br />

provide information that will allow the public to gain a better understanding <strong>of</strong> the<br />

region’s comprehensive water planning.<br />

The region served by MWDOC is located in <strong>Orange</strong> <strong>County</strong>, California and includes 26<br />

cities and water districts, referred to as MWDOC member agencies. Since MWDOC is a<br />

wholesaler <strong>of</strong> imported water for the region, it has taken a regional approach in compiling<br />

this <strong>Plan</strong> for the purpose <strong>of</strong> providing a comprehensive assessment <strong>of</strong> the region’s water<br />

services, sources and supplies. This <strong>Plan</strong> documents information on all sources <strong>of</strong> water<br />

supplies for the region – imported water, groundwater, surface water, recycled water, and<br />

wastewater – as a summary <strong>of</strong> information for regional planning.<br />

MWDOC is a member agency <strong>of</strong> the Metropolitan <strong>Water</strong> <strong>District</strong> <strong>of</strong> Southern California.<br />

Metropolitan is a consortium <strong>of</strong> 28 cities and water districts that provides supplemental<br />

potable water supplies imported from the Colorado River Aqueduct (CRA) and State<br />

<strong>Water</strong> Project (SWP) to parts <strong>of</strong> Southern California. MWDOC purchases imported<br />

water from these sources from Metropolitan and distributes the water to its member<br />

agencies, which provide retail water services to the public. MWDOC currently only<br />

supplies imported water from Metropolitan <strong>Water</strong> <strong>District</strong> <strong>of</strong> Southern California<br />

(Metropolitan) as a source <strong>of</strong> water to the region. While MWDOC is not currently<br />

responsible for any <strong>of</strong> the projects or sources other than imported supply discussed in this<br />

<strong>Plan</strong>, it actively supports development <strong>of</strong> local water supply projects and sources.<br />

<strong>Plan</strong> Findings<br />

<strong>Water</strong> Service Reliability<br />

Based on the preliminary information gathered, the <strong>Plan</strong> concludes that the MWDOC<br />

service area will have sufficient existing and planned supplies to meet full service<br />

demands under every water-year hydrologic scenario from 2015 through 2035. This does<br />

not necessarily mean that moving into water supply allocations to deal with specific<br />

water shortage situations will never be necessary. At times, water supply allocations may<br />

be necessary to preserve storage to meet demand over prolong periods <strong>of</strong> drought.<br />

Retail consumptive demand is projected to grow at a slower rate <strong>of</strong> 0.5% per year<br />

compared to historical demand growth <strong>of</strong> 1.54% per year. <strong>Water</strong> demand for municipal<br />

and industrial use is projected to grow from approximately 485,000 acre-feet per year<br />

(AFY) at the present time to nearly 568,000 AFY in 2035.<br />

The <strong>Water</strong> Conservation Bill <strong>of</strong> 2009 (SBx7-7), the water conservation component to the<br />

Delta legislative package, requires each urban retail water supplier to develop urban<br />

water use targets to help meet the goal to reduce the statewide average per capita daily<br />

water consumption by 20% by 2020 and the interim reduction goal <strong>of</strong> 10% by 2015. The<br />
