6.2.2. <strong>Orange</strong> <strong>County</strong> Sanitation <strong>District</strong><br />

<strong>Orange</strong> <strong>County</strong> Sanitation <strong>District</strong> (OCSD) collects wastewater from residential,<br />

commercial, and industrial customers in 21 cities, three special districts, and portions <strong>of</strong><br />

unincorporated <strong>Orange</strong> <strong>County</strong>, totaling 471 square miles serving approximately 2.4<br />

million residents. Its wastewater system is the third largest west <strong>of</strong> the Mississippi River.<br />

OCSD treats an average daily flow <strong>of</strong> 264 MGD or approximately 266,472 AFY. These<br />

flows include dry weather urban run<strong>of</strong>f collected from 15 diversion points and discharged<br />

into the sewer system for treatment and Santa Ana Regional Interceptor (SARI) flows<br />

from the upper Santa Ana watershed. During the dry weather period, May through<br />

September, diverted flows range between 0.7 to 2.6 MGD. During wet months, diverted<br />

flows range from 0.4 to 1.4 MGD.<br />

OCSD operates and maintains two treatment plants: Reclamation <strong>Plan</strong>t No. 1, located in<br />

Fountain Valley with a capacity <strong>of</strong> 218 MGD, and Treatment <strong>Plan</strong>t No. 2 located in<br />

Huntington Beach with a capacity <strong>of</strong> 168 MGD. OCSD also operates 650 miles <strong>of</strong><br />

collection system, with pipelines ranging in size from 6 to 96 inches in diameter along<br />

with 20 pump stations. The treated wastewater is discharged to the Pacific Ocean via an<br />

ocean outfall in strict and consistent compliance with state and federal requirements as<br />

set forth in OCSD's National Pollutant Discharge Elimination System permit, while<br />

approximately 10 MGD is reclaimed at facilities operated by the OCWD. OCSD’s outfall<br />

is 120 inches in diameter and extends four miles into the ocean with an additional one<br />

mile long diffuser. Its high tide hydraulic capacity is 480 MGD. A 78-inch-diameter<br />

outfall extending one mile <strong>of</strong>fshore is available for emergency situations. Two additional<br />
