6. Recycled <strong>Water</strong><br />

6.1. Agency Coordination<br />

MWDOC does not produce or manage recycled water, but does support, encourage and<br />

partner in recycled water efforts in its service area. Recycled water planning within<br />

MWDOC’s service area requires close coordination with multiple agencies that, in many<br />

instances, have overlapping jurisdictional boundaries, leading to institutional hurdles. The<br />

Southern California <strong>Water</strong> Reclamation and Reuse Study (SCWRRS), a six-year study<br />

led by the U.S. was completed in 2002 help to identify short- and long-term recycled<br />

water implementation plans for areas throughout California, including four sub-regional<br />

plans within MWDOC’s service area. Following that effort, the local agencies, including<br />

OCWD have continued working to identify opportunities for the use <strong>of</strong> recycled supplies<br />

for both irrigation purposes, groundwater recharge and in some non-irrigation<br />

applications. MWDOC also facilitated discussions <strong>of</strong> opportunities in West <strong>Orange</strong><br />

<strong>County</strong>, including looking to potential partners in Los Angeles <strong>County</strong> and in North<br />

<strong>Orange</strong> <strong>County</strong> in conjunction with the City <strong>of</strong> La Habra. These options are still<br />

potentially available, although the primary obstacle seems to be one <strong>of</strong> funding <strong>of</strong> the<br />

capital needs for the projects.<br />

6.2. Wastewater Description and Disposal<br />

6.2.1. Overview<br />

Wastewater collection and treatment within MWDOC’s service area is managed by<br />

multiple agencies ranging from local agencies handling both potable water and<br />

wastewater to large regional agencies.<br />

Table 6-1 summarizes the past, current, and projected wastewater volumes collected and<br />

treated, and the quantity <strong>of</strong> wastewater treated to recycled water standards for treatment<br />

plants within MWDOC’s service area. Table 6-2 summarizes the disposal method, and<br />

treatment level <strong>of</strong> discharge volumes.<br />
