<strong>Water</strong> Demand<br />
o 10 percent reduction in baseline CII water use<br />
• Option 3 is to achieve 95% <strong>of</strong> the applicable state hydrologic region target as set<br />
forth in the State’s 20x2020 <strong>Water</strong> Conservation <strong>Plan</strong>.<br />
• Option 4 uses a target calculator developed by DWR. This option is provisional<br />
and will be updated by DWR before 2014.<br />
MWDOC has analyzed each <strong>of</strong> these options, and has worked with all water suppliers in<br />
<strong>Orange</strong> <strong>County</strong> to assist them in selecting the most suitable option to document in their<br />
<strong>UWM</strong>Ps.<br />
Step 2 - Regional <strong>Water</strong> Use Reduction Targets Calculation<br />
The regional water use targets for the <strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance are<br />
calculated by weighting the individual water use targets by population and averaging<br />
them over all members <strong>of</strong> the alliance. This calculation is provided below in Table 2-7.<br />
Column (1) shows the 2010 population for each individual supplier. The individual<br />
targets for each supplier is provided in column (2) for the interim 2015 targets, and<br />
column (4) for the final 2020 targets.<br />
To calculate the weighted averages for each retail water supplier, the population is<br />
multiplied by the individual targets to get a weighted total for each individual supplier.<br />
This is found in column (3) for the interim 2015 targets and in column (5) for the final<br />
2020 targets. The regional targets for the <strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance are<br />
then derived as the sum <strong>of</strong> the individual weighted averages divided by the total<br />
population for a regional alliance.<br />
For example, the 2020 water use target for the city <strong>of</strong> Brea is 220 gpcd, and the 2010<br />
population is 40,368. By multiplying this 2020 target by the population, the result is a<br />
weighted average <strong>of</strong> 8,864,740. The sum <strong>of</strong> the weighted averages for all members <strong>of</strong> the<br />
<strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance is 491,862,589. By dividing this weighted<br />
total by the regional population <strong>of</strong> 3,139,017, the resulting regional 2020 water use target<br />
is 157 gpcd.<br />
