<strong>Water</strong> Demand<br />
Baseline and Compliance Urban Per Capita <strong>Water</strong> Use (Technical Methodologies), dated<br />
February 2011.<br />
This section includes a description <strong>of</strong> the efforts by MWDOC to assist retail agencies in<br />
complying with the requirements <strong>of</strong> SBx7-7, including the formation <strong>of</strong> a Regional<br />
Alliance to provide additional flexibility to all water suppliers in <strong>Orange</strong> <strong>County</strong> in<br />
meeting compliance under the legislation. This section also includes the documentation<br />
for calculations that will allow retail water suppliers to use recycled water for<br />
groundwater recharge (indirect reuse) to <strong>of</strong>fset a portion <strong>of</strong> their potable demand when<br />
meeting the regional as well as individual water use targets for compliance purposes.<br />
MWDOC is also required to include in its R<strong>UWM</strong>P a discussion <strong>of</strong> programs intended to<br />
be implemented to support retail agencies in achieving their per capita water reduction<br />
goals. This is covered in Section 4 – Demand Management Measures.<br />
2.4.2. <strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance<br />
MWDOC in collaboration with all <strong>of</strong> its retail agencies as well as the cities <strong>of</strong> Anaheim,<br />
Fullerton, and Santa Ana, has created the <strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance in<br />
an effort to create flexibility in meeting the per capita water use reduction targets required<br />
under SBx7-7. This Regional Alliance will allow all <strong>of</strong> <strong>Orange</strong> <strong>County</strong> to benefit from<br />
regional investments such as the GWRS, recycled water, and water use efficiency. The<br />
members <strong>of</strong> the <strong>Orange</strong> <strong>County</strong> 20x2020 Regional Alliance are shown below in Table<br />
2-6.<br />
