Future <strong>Water</strong> Supply Projects and Programs<br />

desalination goal discussed in Metropolitan’s 2004 Integrated <strong>Water</strong> Resources <strong>Plan</strong><br />

(IRP) Update.<br />

Given the increasing challenges associated with the delivery <strong>of</strong> water through San<br />

Francisco Bay/Sacramento-San Joaquin River Delta (Bay-Delta), State <strong>Water</strong> Project<br />

(SWP) supplies will remain as supplemental supplies for Southern California. Thus, any<br />

new local supply development that reduces the demand for imported supplies will result<br />

in a net reduction in SWP supplies or other supplies from Northern California.<br />

The following projects, if developed, could result in a total net reduction in Metropolitan<br />

imported water deliveries to the <strong>Orange</strong> <strong>County</strong>.<br />

Huntington Beach Seawater Desalination Project – Poseidon Resources (Surfside) LLC<br />

(Poseidon), a private company, is developing the Huntington Beach Seawater<br />

Desalination Project to be located adjacent to the AES Power <strong>Plan</strong>t in the City <strong>of</strong><br />

Huntington Beach along Pacific Coast Highway and Newland Street. The proposed<br />

project would produce up to 50 MGD (56,000 AFY) <strong>of</strong> drinking water and will distribute<br />

water to coastal and south <strong>Orange</strong> <strong>County</strong> to provide approximately 8% <strong>of</strong> <strong>Orange</strong><br />

<strong>County</strong>’s water supply needs. The project supplies would be distributed to participating<br />

agencies through a combination <strong>of</strong> (1) direct deliveries through facilities including the<br />

East <strong>Orange</strong> <strong>County</strong> Feeder #2 (EOCF #2), the City <strong>of</strong> Huntington Beach’s distribution<br />

system, and the West <strong>Orange</strong> <strong>County</strong> <strong>Water</strong> Board Feeder #2 (WOCWBF #2), and (2)<br />

water supply exchanges with agencies with no direct connection to facilities associated<br />

with the Project.<br />

Poseidon has received non-binding Letters <strong>of</strong> Intent (LOI) from MWDOC and 17 retail<br />

water agencies to purchase a total <strong>of</strong> approximately 72 MGD (88,000 AFY) <strong>of</strong> project<br />

supplies.<br />

The Project has received specific approvals from the Huntington Beach City Council,<br />

including the Coastal Development Permit, Tentative Parcel Map, Subsequent<br />

Environmental Impact Report (EIR) and Conditional Use Permit and water delivery<br />

pipeline Franchise Agreement, which collectively provided for the construction and longterm<br />

operation <strong>of</strong> the desalination facility. The Project also has an approved National<br />

Pollutant Discharge Elimination System Permit (NPDES) issued by the Santa Ana<br />

Regional <strong>Water</strong> Quality Control Board in 2006, an approved lease amendment from the<br />

California State Lands Commission (SLC) authorizing Poseidon to use existing <strong>of</strong>fshore<br />

seawater intake and discharge facilities utilized by the Huntington Beach Generating<br />

Station, and a conditional approval from the Department <strong>of</strong> Public Health.<br />
