<strong>Water</strong> Sources and Supply Reliability<br />
• Desert <strong>Water</strong> Agency/CVWD Other SWP Deliveries – Since 2008, Metropolitan<br />
has provided Desert <strong>Water</strong> Agency and CVWD written consent to take delivery<br />
from the SWP facilities non-SWP supplies separately acquired by each agency.<br />
• Diamond Valley Lake – The completion and filling <strong>of</strong> Diamond Valley Lake<br />
between 1999 and 2003 marked the most important achievement with respect to<br />
protecting Southern California against a SWP system outage. The lake can hold<br />
up to 810 TAF that provides Southern California with a six-month emergency<br />
water supply as well as carryover and regulatory storage.<br />
• Inland Feeder Project – The Inland Feeder project is a high-capacity water<br />
delivery system designed to increase Southern California’s water supply<br />
reliability. The project will take advantage <strong>of</strong> large volumes <strong>of</strong> water when<br />
available from northern California, depositing it in surface storage reservoirs,<br />
such as Diamond Valley Lake, and local groundwater basins for use during dry<br />
periods and emergencies.<br />
In addition to those actions discussed above, Metropolitan adopted a Delta Action <strong>Plan</strong> in<br />
June 2007 which includes a long-term Delta plan. The Delta Action <strong>Plan</strong> provides a<br />
framework for staff to pursue actions with other agencies and stakeholders to build a<br />
sustainable Delta and reduce conflicts between water supply conveyance and the<br />
environment. The plan aims to prioritize immediate short-term actions to stabilize the<br />
Delta while an ultimate solution is selected, and mid-term steps to maintain the Bay-Delta<br />
while the long-term solution is implemented. Metropolitan also provided input to the<br />
Delta Vision Blue-Ribbon Task Force developed as part <strong>of</strong> the Governor’s Delta Vision<br />
process. After delivery <strong>of</strong> the Delta Vision recommendations, a package <strong>of</strong> bills was<br />
signed by the legislature in 2009, including SB 1 x7, which reformed Delta policy and<br />
governance.<br />
In evaluating the supply capabilities for the 2010 R<strong>UWM</strong>P, Metropolitan assumed a new<br />
Delta conveyance is expected to be operational by 2022 that would return supply<br />
reliability similar to 2005 condition, prior to supply restrictions imposed due to the<br />
Biological Opinions.<br />
Available Supplies on SWP<br />
Metropolitan’s current State <strong>Water</strong> Project (also known as California Aqueduct) program<br />
capabilities under average year, single dry year, and multiple dry year hydrologies are<br />
shown below in Table 3-2.<br />
