3.2.4. Central Valley/SWP Storage and Transfer Programs<br />

Storage is a major component <strong>of</strong> Metropolitan’s dry year resource management strategy.<br />

Metropolitan’s likelihood <strong>of</strong> having adequate supply capability to meet projected<br />

demands, without implementing its <strong>Water</strong> Supply Allocation <strong>Plan</strong> (WSAP), is dependent<br />

on its storage resources. Metropolitan endeavors to increase the reliability <strong>of</strong> supplies<br />

received from the California Aqueduct by developing flexible Central Valley storage and<br />

transfer programs. Over the years, Metropolitan has developed numerous voluntary<br />

Central Valley storage and transfer programs, aiming to develop additional dry-year<br />

water supplies.<br />

Background on SWP Transfers<br />

Metropolitan’s storage and transfer programs were established to augment SWP<br />

reliability in dry years. Metropolitan’s Board determined that the criteria for operating<br />

the SWP did not provide sufficient reliability to meet Metropolitan’s overall supply<br />

reliability objectives. Most recently, DWR’s estimates <strong>of</strong> SWP reliability capability<br />

show that SWP reliability under conditions similar to 1977, the driest year on record,<br />

could be significantly worse than earlier modeling indicated. Metropolitan estimates that<br />

currently in a single dry year similar to 1977, SWP deliveries in its service area would be<br />

about 134 TAF rather than the 418 TAF <strong>of</strong> “Table A” water previously estimated.<br />
