Türkiye açısından bakıldığında da durum<br />
çok farklı değildi. Son birkaç yıldır özellikle<br />
bölgesel bazı konularda Batılı müttefiklerinden<br />
istediği desteği alamayan Ankara için<br />
de bu ziyaretin önemi oldukça büyüktü. Bu<br />
açıdan, Batı’ya karşı adeta gövde gösterisi<br />
yapan Putin ve Erdoğan güven tazeledi ve<br />
moral buldu.<br />
Ziyaretin en önemli ve üzerinde en çok tartışılan<br />
konusu biraz önce değindiğimiz gibi,<br />
Rusya’nın Karadeniz’in altından geçirerek<br />
Bulgaristan üzerinden AB’ye ulaştırmak<br />
istediği Güney Akım Doğal Gaz Boru Hattı<br />
projesinin durdurulduğunun ve<br />
güzergâhının Türkiye üzerine kaydırıldığının<br />
ilan edilmesi oldu. Transit ülke konumundaki<br />
Ukrayna ile daha önce yaşadığı<br />
problemlerden dolayı Rusya bu projenin<br />
gerçekleşmesine büyük önem veriyordu.<br />
Projenin gerçekleşmesi için yaklaşık 5 milyar<br />
dolarlık bir harcama da yapılmış<br />
durumdaydı. Ancak, Güney Akım projesi<br />
AB’nin enerji güvenliği anlamında attığı<br />
adımlardan olan Üçüncü Enerji Paketi’ne<br />
takıldı. AB, Üçüncü Enerji Paketi ile temel<br />
olarak doğal gaz şirketlerinin hem üretici<br />
hem de dağıtıcı olmasını engelleyerek tüketici<br />
haklarının güçlendirilmesini amaçlıyor.<br />
Buna uymak istemeyen ve bu engeli aşmak<br />
isteyen Moskova ise Bulgaristan ve<br />
Macaristan gibi ülkelerle karşılıklı anlaşmalar<br />
imzalama yoluna gitti. Enerji güvenliği<br />

particularly in some regional issues in the<br />
last few years, this visit had a critical<br />
importance. In this regard, Putin and<br />
Erdoğan made an appearance against the<br />
West, restored trust and cheered up.<br />
The most important and debated topic of<br />
the visit was the declaration about the<br />
cancellation of South Stream Natural Gas<br />
Pipeline, which was planned to deliver<br />
Russian gas to EU through the Black Sea<br />
and Bulgaria. As declared, the route of the<br />
project was changed because of the problems<br />
encountered with Ukraine as a transit<br />
country, and thus Russia attached<br />
great importance to the realization of this<br />
project. About $5 billion was already<br />
spent to realize the project. However, the<br />
South Stream project was detained by the<br />
Third Energy Package which is among the<br />
steps taken in terms of the EU’s energy<br />
security. EU mainly aims to strengthen<br />
the rights of consumers with the Third<br />
Energy Package that prevents natural gas<br />
companies to be both manufacturer and<br />
distributor. Moscow is unwilling to comply<br />
with the Package and wants to overcome<br />
this obstacle by signing bilateral<br />
agreements with Bulgaria, Hungary, etc.<br />
Brussels determined attitude without<br />
compromising on energy security was the<br />
most important factor on Moscow’s decision<br />
to change the route of South Stream<br />
to Turkey.<br />
