Section 1.8 Definitions of Terms
Unless otherwise indicated in these policies, the following definitions apply:
Absenteeism - The practice of a worker in failing to report for work for a period of one (1)
or more days, or failure to report within the prescribed time when he/she has been
scheduled for work. Misuse or abuse of sick leave regulations can be considered
absenteeism.
Absence Without Leave - Failure to report for work without proper authorization from the
supervisor or division director to be absent from work.
Agency - The Lorain County General Health District; also the Board of Health of the Lorain
County General Health District, but more commonly known as the Lorain County Health
Department.
Board of Health - The policy-making, governing body of the Lorain County General Health
District that is appointed by the political subdivisions composed of the contracting cities and
the District Advisory Council. The Board may make such orders and regulations as are
necessary for its own government, for the public health, the prevention or restriction of
disease, and the prevention, abatement, or suppression of nuisances. It is also responsible
for appointing the Health Commissioner and staff upon the recommendation of the Health
Commissioner.
Classification -A group of positions that involve similar duties and responsibilities, require
similar qualifications, and which are properly designated by a common descriptive title
indicating the general nature of the work. A class may include only one (1) position in some
circumstances.
Division - An organizational unit within the agency of the Lorain County General Health
District, for example, PATIENT CARE, ENVIRONMENTAL HEALTH, HEALTH
EDUCATION, and ADMINISTRATIVE SUPPORT.
Dishonesty - Disposition to lie, cheat, or defraud; untrustworthiness; lack of integrity.
District Health Advisory Council - The appointing authority of the members of the Board
of Health that represent the townships and villages. The members are the chief executives
of villages, chairpersons from the boards of township trustees, and the president of the
board of county commissioners.
