1.3 Lorain County General Health District Management Statement Management in the Lorain County General Health District recognizes the rights of employees to organize, join, or refrain from joining an employee organization in compliance with the procedures established by law. Management maintains the ultimate right to establish policies governing the work force of this agency and the right and the authority to administer the business of the agency, to promulgate rules and regulations and to exercise the prerogative of management, including but not limited to the following: 1. To manage and direct employees, including the right to select, hire, promote, transfer, assign, evaluate, layoff, recall, reprimand, suspend, discharge, or discipline for cause, and to maintain discipline among employees; 2. To manage and determine the location, type and number of physical facilities, equipment, programs and the work to be performed; 3. To determine each department=s goals, objectives, programs and services, and to utilize personnel in a manner designed to effectively and efficiently meet these purposes; 4. To determine the size and composition of the work force and each department=s organizational structure, including the right to layoff employees from duty due to lack of work or lack of funds; 5. To determine the hours of work, work schedules and to establish the necessary work rules for all employees; 6. To determine when a job vacancy exists, the duties to be included in all job classifications, and the standards of quality and performance to be maintained. 7. To determine the necessity to schedule overtime and the amount required thereof; 8. To determine each department=s budget and uses thereof; 9. 1.4 Availability of Reference Each employee shall be advised that this personnel policy is available on the agency website. Newly hired employees shall acknowledge, in writing, of being so advised. Each employee is expected to be knowledgeable of the contents of the policy manual and to regularly review the agency website for changes. (Revised 9-08-04) 7
