3.6 Employment Health Screening Requirements The Lorain County General Health District strives to be a role model for good disease prevention practices. Accordingly, the following requirements apply: 1. At the time of hire, an employee shall complete the form entitled Employee Health Examination.@ In addition, the employee shall submit to a physical examination to be performed by a physician designated by the agency. In lieu of such examination, an employee may submit a written report of an examination by his or her own physician conducted near the date of hire or not more than two months prior to the date of hire, which confirms that the employee is in good health. 2. Each newly hired employee shall submit to a tuberculin skin test, unless he or she can produce the results of such test administered within 6 weeks prior to the date of hire. A two step Mantoux TB skin test is required of all Patient Care Division and WIC Program staff that is in direct contact with clients. 3. Each employee shall have current immunizations according to Ohio Department of Health standards. An employee in need of immunizations can acquire them, free of charge, from the agency. Currently, required immunizations are tetanus and diphtheria, unless the employee can provide evidence of a booster within the past ten (10) years; rubella, unless the employee has evidence of immunization or a positive rubella titer; measles and mumps, unless the employee=s birth date is prior to 1957 or he or she has evidence of immunization after his or her first birthday. Any employee who will be in frequent contact with blood or blood products, such as a nurse or clinic health aide, must be immunized against Hepatitis B, unless the employee has evidence of such immunization. Any employee who has frequent and direct contact with the elderly and medically high-risk individuals shall be immunized against influenza yearly. 34
3.7 Criminal Records Check A criminal records check shall be performed for all prospective employees. Finalists for open positions shall be fingerprinted and shall complete the prescribed forms. Criminal record checks shall be performed by the Ohio Bureau of Criminal Identification (BCI). If the prospective employee has resided in the State of Ohio for less than five (5) years immediately prior to his or her application for employment, then an FBI criminal records check shall also be performed. Normally, an employee shall not be hired until after the results of a criminal record check are received. Should it be necessary to hire an employee and for he or she to commence work before the criminal records check is completed, that employee shall be deemed as being conditionally hired pending the outcome of the criminal records check. The employee is therefore subject to immediate termination from employment with the agency if an unsatisfactory criminal report is received. 35
