1.4 The Strategic Business Planning Process The strategic business planning process is described by the following flow chart and narrative below. The water supply and sewerage businesses aim to deliver agreed levels of service using assets and staff. These are funded through a combination of capital investment and recurrent expenditures. The financial plan converts funding requirements into annual charges to be levied on customers, making allowance for other sources of funds, in particular developer charges. If the annual charges are considered unaffordable, the levels of service need to be modified, and the process repeated until the charges are acceptable. 2 Existing Facilities The delivery of water supply and sewerage services is the responsibility of the Coffs Harbour Water, which is the Water Branch of Coffs Harbour City Council. 2.1 Water Supply Coffs Harbour Water has three water supply systems supplying treated water to the whole city. The biggest system, Coffs Harbour Water Supply, supplies water to coastal consumers from Sawtell in the south to Corindi Beach in the north. This system draws raw water from the Orara River and the Nymboida River and stores it in Shannon Creek Dam and Karangi Dam. The two smaller systems are village water supplies for Coramba and Nana Glen. Nana Glen draws water from the Orara River downstream from the Coffs Harbour water supply intake. Coramba draws water from the Regional Water Supply System (RWSS) pipeline which is fed from the Nymboida River, or is back-fed from Karangi Dam, when water quality from Nymboida River, or Shannon Creek Dam deteriorates after heavy rain or for other reasons. 2.1.1 Water Resources The Orara River is subject to seasonal fluctuations in flow rates. Whilst up to 61 megalitres per day (ML/d) is capable of being pumped from the river, the normal pumping rate is 34.5 ML/d. Actual abstractions are dependent on river levels and demand, and are subject to the conditions attached to the licence issued by the NSW Office of Water. These conditions include low river flow protection requirements (environmental flow requirements). During periods of drought when the river is low, no pumping is possible and stored water in the Dam must be used. Raw water is pumped from the Orara River to fill Karangi Dam at Cochranes Pool, when the quality is good. When the water quality is poor no pumping occurs. Karangi Dam has a storage capacity of 5,600 ML. Under the normal drought security criteria, the dam has a secure yield of 4,000 ML/year. With the existing low flow protection on the Orara River, the system is unable to meet the current and future annual water demands without frequent water restrictions. In view of the Water Reforms and the Orara River’s high rating under the stressed rivers criteria (being habitat for the Eastern Freshwater Cod), a greater level of flow protection is proposed. For these reasons the Regional Water Supply System including Shannon Creek Dam was constructed. The RWSS’s pipeline linking the Nymboida River to Karangi Dam was constructed in December 2002, Council began taking raw water from the Nymboida River to fill the Karangi Dam, as part of the Clarence Valley and Coffs Harbour Regional Water Supply Scheme. Supply can also be taken from the recently constructed Shannon Creek Dam, a 30,000 ML off-stream storage at Shannon Creek.
