Executive Summary Coffs Harbour Water (CHW) is the water branch of Coffs Harbour City Council (CHCC), responsible for the delivery of water supply and sewerage services within the Coffs Harbour Local Government Area. This strategic business plan is a long-term blueprint for the planning, development and operation of these services. Operating Environment Review Before establishing a long term strategic planning it is essential to understand the external and internal environment within which Coffs Harbour Water expects to operate in the future. CHW operates three water supply systems and five sewerage systems. Section 2 provides an overall description of the existing water supply and sewerage facilities. Section 3 provides an overall assessment of CHW’s current institutional arrangements and the legislative framework that impacts CHW businesses and a summary of the major issues which could affect the provision of water supply and sewerage services. Mission Statement CHW mission statement for water supply and sewerage services is: “To provide long term sustainable and reliable water supply and sewerage services to the community, which meets legislative, statutory and best-practice management requirements. These services will protect community, health and the environment.” Levels of Service Coffs Harbour City Council’s primary objective with water supply and sewerage services is to meet the adopted levels of service, which cover the following areas: Water Supply Targets 10 working days to connect water supply in serviced areas Sewerage Targets 10 working days to connect sewerage in serviced areas Domestic Peak Day Demand: 2300L/tenement/day No system failures Domestic Annual Demand: 200kL/tenement/year Consumption restrictions in drought to follow the 5:10:10 rule 2 hrs average time to rectify failure 8 hrs maximum duration of supply interruptions (planned and unplanned) 2 hrs average response time to have staff on site or answer inquiry May 2012 HydroScience Consulting Coffs Harbour City Council Strategic Business Plan Page 2
