1. Introduction<br />

In Buenos Aires, consular meetings are organised by the Member States in charge of the<br />

EU rotating presidency, in <strong>coop</strong>eration with the EU Delegation. To date, and since the<br />

EU Delegation took on Lisbon <strong>com</strong>petencies in January 2011, the local Schengen <strong>coop</strong>eration<br />

meetings have been held after the consular meetings, which are organised by the Member State<br />

holding the presidency, with the support of the EU Delegation.<br />

Please note that Argentinian citizens do not need a visa to enter Schengen territory for a period of<br />

90 days (within a period of 180 days) which, together with the high number of people with multiple<br />

citizenship, sets the tone for local <strong>coop</strong>eration. In addition to visas granted to Argentinian citizens<br />

for longer stays, visas are granted to citizens of third countries who are resident in Argentina, for<br />

visits and transit purposes. It should also be noted that there are many citizens of EU Member States<br />

and dual nationals resident in Argentina (more than one million in total), who are the priority for<br />

European consulates. For this reason, Schengen <strong>coop</strong>eration is not a tricky issue in a country which<br />

presents virtually no risks as far as migration is concerned, either for Member States or for the<br />

EU Delegation, which lacks resources on this issue.<br />

A large number of EU Member States are represented in Argentina, with 22 embassies<br />

in Buenos Aires carrying out several different consular tasks, including Croatia, a new<br />

EU Member State, as well as Norway and Switzerland, which are Schengen countries outside the<br />

EU:<br />
