2013-2014 REPORT 87<br />
1. Introduction<br />
17 April 2014<br />
20 EU Member States (EUMS) out of 28 are present in the Republic of Korea. Croatia, Cyprus,<br />
Estonia, Latvia, Lithuania, Luxembourg, Malta and Slovenia cover Korea from their embassies<br />
located in Beijing or Tokyo.<br />
The agreements of representation in consular matters are as follows:<br />
- Austria represents Croatia and Malta,<br />
- Belgium represents Luxembourg,<br />
- Italy represents Slovenia<br />
- Poland represents Estonia,<br />
- Slovakia represents Latvia<br />
- the Embassy of Sweden in Seoul deals with the visa requests that are addressed to Denmark,<br />
Iceland and Norway, as part of the agreement of <strong>coop</strong>eration of the Nordic Council,<br />
- Switzerland represents Liechtenstein.<br />
Finland provided consular services to Estonian nationals in the past. Poland has done the same with<br />
nationals from Lithuania.<br />
In all cases that have been reported, the consulates do not use external staff for the reception of visa<br />
applications but benefit from local staff as part of their permanent staff.<br />
European <strong>com</strong>munities in Korea are relatively small in volume and count for around 15,000 people.<br />
As elsewhere it is not easy to assess the exact number of expatriates in real-time given that consular<br />
registration is generally not mandatory. EUMS proceed with their consular work without any<br />
particular difficulty. The number of Europeans who are imprisoned in Korea is very low (less than<br />
ten people).<br />
The situation remained the same in April 2013-March 2014 <strong>com</strong>pared with the year before.<br />
2. LSC meetings held in 2013-2014<br />
From April 2013 to March 2014, 4 formal coordination meetings were held, on 5 April, 11 October<br />
and 15 November 2013, and on 27 January 2014. In addition, the group visited the National<br />
Emergency Management Agency on 26 February 2014, which was also the occasion of informal<br />
discussions between members.<br />
