2013-2014 REPORT<br />
1. Introduction<br />
This report takes stock of major developments in the framework of the Local Schengen Cooperation<br />
among Member States present in Kosovo and covers the reporting period from April 2013 till<br />
March 2014. The bimonthly meetings continued to be convoked and chaired by the European Union<br />
Office in Kosovo.<br />
There were no major developments in regards to the Member States presence in Kosovo. Norway<br />
continues to represent Denmark in matters concerning handling of applications for visas and<br />
permits. Italy also issues visas on behalf of Estonia. Sweden and Norway facilitate visa acquisition<br />
through online visa application systems which in the case of Norway by now make up nearly 100%<br />
of all applications. Switzerland issues visas on behalf of France, Austria and Liechtenstein and as of<br />
2012 also receives applications for long-term visas from FyROM and Albania. Belgium is issuing<br />
visas for Luxembourg and The Netherlands. Slovenia issues visas for Latvia. The largest number of<br />
visa applications are still addressed to the German and the Swiss Embassies.<br />
The Czech Republic and Sweden collect and issued visas in Skopje/FyROM. The Slovak Republic<br />
collects and processes visa applications through its Liaison Office in Pristina. The visas are then<br />
issued in the Slovak Embassy in Belgrade and delivered to the applicants through the Liaison office<br />
in Pristina.<br />
In early 2014, the Liaison Office of Greece officially informed that as of 20 th March 2014, Greece<br />
affixes visa stickers, residence permits and entry-exit stamps on ordinary, diplomatic and official<br />
passports issued by Kosovo. At the same time it was specified that this does not constitute by any<br />
means an official recognition of Kosovo as an independent State. A number of Member States<br />
continue to bilaterally apply visa facilitation provisions from the visa facilitation agreements that<br />
were signed with other countries of the region. Therefore different visa fees are applied by Member<br />
States. The visa fee for holders of Kosovo passports is €60 for Austria, the Czech Republic,<br />
Denmark, Estonia, France, Iceland, Italy, Latvia, Norway, Poland, Portugal, Spain and Switzerland.<br />
Other Schengen countries apply the reduced visa fee of €35.<br />
Italy is now following the standard Schengen procedures and has homogenized the costs of<br />
applications.<br />
