2. REQUIREMENTS FOR<br />

IN-SERVICE INSPECTION<br />

2.1. GENERAL DESCRIPTION<br />

An effective in-service inspection programme (see 50-SG-O2) is required for<br />

the safe, reliable operation <strong>of</strong> a nuclear power plant. To achieve the objectives <strong>of</strong><br />

such a programme, both management and staff <strong>of</strong> the operating organization must<br />

be highly dedicated and motivated to perform high quality work at all levels. The<br />

in-service inspection programme can be a part <strong>of</strong> the overall surveillance<br />

programme.<br />

The objectives <strong>of</strong> the in-service inspection programme are, in decreasing<br />

priority:<br />

(1) to detect and evaluate defects that could result in a failure adverse to safety<br />

prior to the next in-service inspection;<br />

(2) to detect and evaluate defects that subsequently should receive enhanced inservice<br />

inspection;<br />

(3) to minimize plant costs arising from failures in plant systems and components;<br />

(4) to make the most effective use <strong>of</strong> available resources taking into account inservice<br />

inspection programme requirements, 'as low as reasonably achievable'<br />

(ALARA) criteria, and co-ordination with other required maintenance and<br />

operations activities.<br />

The in-service inspection programme consists <strong>of</strong> all measures, administrative<br />

and technical, necessary to perform in-service inspection <strong>of</strong> systems and components<br />

important to safety. The programme should be described in a policy document <strong>of</strong> the<br />

operating organization. (See an example in Annex 1.) The programme includes:<br />

(1) the establishment <strong>of</strong> an in-service inspection organization, including a description<br />

<strong>of</strong> technical and supervisory functions and a definition <strong>of</strong> responsibilities<br />

and authority <strong>of</strong> each position;<br />

(2) the establishment and implementation <strong>of</strong> administrative and control<br />

procedures;<br />

(3) the selection, training and qualification <strong>of</strong> personnel to perform in-service<br />

inspection;<br />

(4) the selection and qualification <strong>of</strong> procedures and equipment needed to perform<br />

in-service inspection;<br />

(5) the establishment and implementation <strong>of</strong> pre-service inspection;<br />

(6) the establishment and implementation <strong>of</strong> follow-up actions based on the results<br />

<strong>of</strong> in-service inspection results;<br />

(7) the provision and maintenance <strong>of</strong> equipment for in-service inspection;
