Step One: Define the Problem<br />

Defining the problem is the first step in the problem-solving process, so take<br />

the time to write it down before proceeding to the next step. A complete<br />

problem definition should include four elements:<br />

What is the problem<br />

When did it happen<br />

Where did it happen<br />

What is the significance of the problem<br />

You will notice that the problem definition does not ask who or why.<br />

Who questions lead to placing blame and are generally a waste of time. Why<br />

questions are reserved for the analysis phase of problem solving.<br />
