DISTRIBUTION OF CONVICT AND UNDERTRIAL PRISONERS<br />
UNDER IPC AND SLL (SPECIAL AND LOCAL LAWS)<br />
CONVICTS<br />
IPC <strong>Crime</strong>s (1,11,987)<br />
Uttar Pradesh has reported the<br />
highest number of convicts (23,910) under<br />
IPC crimes followed by Madhya Pradesh<br />
(14,434) accounting for 21.4% and 12.9%<br />
respectively of the total IPC convicts<br />
(1,11,987) in the country. There were<br />
64,954 murder convicts out of the total<br />
1,11,987 convicts under various IPC<br />
crimes in the country at the end of <strong>2011</strong><br />
accounting for 58.0% of the total<br />
convicts. The number of convicts in other<br />
IPC offences were on the lower side as<br />
compared to Murder convicts. Significant<br />
number of persons were convicted for the<br />
offence of Attempt to Murder (8,112)<br />
followed by Rape (7,027) and Dowry<br />
Deaths (5,189). Uttar Pradesh has reported<br />
the highest share of 18.3% (11,867 out of<br />
64,954) convicts to the total convicts for<br />
Murder in the country. Uttar Pradesh has<br />
also reported highest share of 24.4% (1,983<br />
out of 8,112), 25.3% (1,777 out of 7,027)<br />
and 48.8% (2,531 out of 5,189) convicts to<br />
the total convicts in the country for Attempt<br />
to Murder, Rape and Dowry Deaths<br />
respectively. It is worth mentioning that<br />
Uttar Pradesh accounted for 40.9% (634<br />
out of 1,550) of total convicts in the country<br />
under crime head Cruelty by husband or<br />
relatives of husband. Only a few convicts<br />
were reported under Eve-Teasing having a<br />
share of 0.1% (100 out of 1,11,987) of the<br />
total convicts in the country. The relevant<br />
details may be seen in Table 4.1.<br />
Special and Local Laws (SLL) (16,482)<br />
A total of 16,482 convicts were<br />
lodged in various jails of the country for<br />
committing offences under Special and<br />
Local Laws. The highest percentage of<br />
convicts (31.1%) was reported under<br />
NDPS Act followed by Arms Act (12.8%),<br />
Indian Railways Act (9.9%) and<br />
Registration of Foreigners Act (7.4%).<br />
Uttar Pradesh has reported the highest<br />
number of convicts (1,316) under NDPS Act<br />
followed by Madhya Pradesh (739). Out of<br />
the 2,113 convicts undergoing sentences<br />
under Arms Act in the country, 614 were<br />
reported from Uttar Pradesh accounting for<br />
29.1% followed by Punjab (24.9%), Bihar<br />
(6.6%) and Jharkhand (6.2%). The highest<br />
number of convicts (601) under Indian<br />
Railways Act was reported from Uttar<br />
Pradesh (36.7%) followed by Maharashtra<br />
(18.4%) and Bihar (9.0%). Out of 1,223<br />
convicts under Registration of Foreigners<br />
Act in the country, 737 were reported from<br />
West Bengal, accounting for 60.3% of total<br />
convicts under Registration of Foreigners<br />
Act. The details may be seen in Table-4.2.<br />
UNDERTRIALS<br />
IPC <strong>Crime</strong>s (1,91,990)<br />
A total of 1,91,990 undertrial<br />
<strong>prison</strong>ers from various States and UTs<br />
were lodged in jails for committing IPC<br />
offences, out of which 51,695 persons<br />
were reported as undertrials for<br />
committing murder which accounted for<br />
the highest share of 26.9% of the total<br />
undertrial <strong>prison</strong>ers in the country. The<br />
highest number of undertrial <strong>prison</strong>ers for<br />
Murder was reported from Uttar Pradesh<br />
(8,595) followed by Madhya Pradesh<br />
(4,776), Bihar (4,181), Maharashtra (4,067),<br />
Karnataka (3,707) and Odisha (3,317).<br />
These six States taken together accounted<br />
for 55.4% of the total undertrial <strong>prison</strong>ers for<br />
Murder in the country. Theft and Attempt<br />
to Murder were the next two IPC crimes<br />
which contributed large number of<br />
undertrial <strong>prison</strong>ers (23,267 for Theft and<br />
20,525 for Attempt to Murder). The<br />
highest share of 18.3% and 23.5% of the<br />
total undertrial <strong>prison</strong>ers under Theft and<br />
Attempt to Murder respectively were<br />
