91.6% undertrial <strong>prison</strong>ers were found<br />

belonging to the same State/UT as per<br />

domicile based classification. Some<br />

States/UTs have reported considerable<br />

figures of undertrial <strong>prison</strong>ers belonging to<br />

other States/UTs. In absolute number,<br />

Maharashtra has reported the highest<br />

number of undertrials (2,785) belonging to<br />

other States followed by Delhi (2,399),<br />

Gujarat (1,639), Uttar Pradesh (1,471) and<br />

Haryana (1,169). West Bengal has reported<br />

the highest number of undertrial <strong>prison</strong>ers<br />

(1,049) belonging to foreign countries<br />

followed by Maharashtra (678), A&N Islands<br />

(589) and Delhi (292). In percentage terms<br />

Andaman & Nicobar Islands has reported the<br />

highest 83.7% (589 out of 704) undertrial<br />

<strong>prison</strong>ers belonging to foreign countries.<br />

Relevant details may be seen in Table 5.2.<br />

Detenues<br />

Analysis on the basis of educational<br />

qualification showed that 711 out of 2,450<br />

detenues were illiterate and 985 were<br />

educated below class X th standard. These<br />

two categories accounted for 29.0% and<br />

40.2% respectively, which taken together<br />

constitute 69.2% of total detenues.<br />

Others<br />

333 out of the 684 unspecified<br />

<strong>prison</strong>ers were illiterate and 229 were<br />

educated below class X th . These two<br />

categories accounted for 48.7% and 33.5%<br />

respectively, which taken together constitute<br />

82.2% of total of such inmates.<br />

Classification of this category of<br />

<strong>prison</strong>ers on the basis of religion reveals<br />

that 57.5% (393 out of 684) adhered to Hindu<br />

religion while 37.1% (254 out of 684) were<br />

from Muslim community. The analysis of the<br />

<strong>prison</strong>ers on the basis of caste shows that<br />

the highest (70.0%) belongs to General<br />

category (479 out of 684) followed by 12.7%<br />

(87 out of 684) belongs to Scheduled Castes<br />

and 11.0% (75 out of 684) belongs to OBC<br />

category. 6.3% (43 out of 684) of the total<br />

such inmates were from Scheduled Tribes.<br />

Domicile based analysis showed that<br />

57.9% of other <strong>prison</strong>ers belonged to the<br />

same State/UT. Only West Bengal (265) had<br />

such inmates belonging to other countries.<br />

Classification of detenues on the<br />

basis of religion reveals that 60.6% (1,485<br />

out of 2,450) adhered to Hindu religion while<br />

26.5% (650) and 10.4% (254) were belonged<br />

to Muslim and Christian community<br />

respectively. The rest adhered to other<br />

religions. The analysis of the detenues on<br />

the basis of caste shows that about 42.5%<br />

(1,042 out of 2,450) and 25.3% (619 out of<br />

2,450) belonged to the OBC and General<br />

categories respectively. 21.9% (536 out of<br />

2,450) detenues were from Scheduled<br />

Castes while 10.3% (253 out of 2,450) were<br />

from Scheduled Tribes.<br />

Analysis of detenues on the basis of<br />

domicile shows that 92.8% (2,274 out of<br />

2,450) detenues belonged to the same<br />

State/UT. Gujarat, Jammu & Kashmir,<br />

Nagaland and Uttar Pradesh reported 15, 7,<br />

7 and 4 detenues belonging to other States<br />

respectively representing in their <strong>prison</strong>s.<br />

Jammu & Kashmir reported 42.7% (102 out<br />

of 239 detenues) detenues belonging to other<br />

countries in its jails. Relevant details may be<br />

seen in Table 5.3.<br />
