CHAPTER – 9<br />

DEATHS IN JAILS<br />

Death of a <strong>prison</strong>er is always a<br />

matter of serious concern for <strong>prison</strong><br />

administration. Sometimes such deaths<br />

lead to law and order problems. Deaths in<br />

jails have been broadly classified into two<br />

categories i.e. Natural Deaths and<br />

Unnatural Deaths. Unnatural deaths<br />

include Suicide, Murder by inmates, Death<br />

due to firing, Death due to negligence or<br />

excesses by jail personnel, etc.<br />

A total of 1,332 <strong>prison</strong>ers were<br />

reported dead in jails due to natural<br />

and unnatural causes during <strong>2011</strong> in<br />

the country out of which 1,244 were<br />

natural deaths and 88 were due to<br />

unnatural causes. Natural deaths<br />

accounted for 93.4% of the total deaths.<br />

Uttar Pradesh has reported the highest<br />

number of 280 natural deaths followed by<br />

Punjab (102), Madhya Pradesh (83),<br />

Maharashtra (82), Bihar (78), Rajasthan<br />

(77) and Andhra Pradesh (76).<br />

(15) of deaths followed by Haryana &<br />

Uttar Pradesh (7 each) and Bihar, Madhya<br />

Pradesh, Maharashtra and Rajasthan (6<br />

each). Most of the unnatural deaths<br />

have occurred due to suicide (68)<br />

followed by murder by inmates (8).<br />

Tamil Nadu has reported the<br />

highest number of 13 suicides out of 68<br />

suicides in <strong>prison</strong>s reported in the country<br />

during <strong>2011</strong>. Uttar Pradesh and<br />

Maharashtra have reported 7 and 6 such<br />

suicides respectively. No execution was<br />

reported from any State/UT during<br />

<strong>2011</strong>.<br />

2 deaths due to murder by inmates<br />

were reported from Delhi. One such death<br />

was reported each from Bihar,<br />

Chhattisgarh, Karnataka, Madhya<br />

Pradesh, Punjab and Tamil Nadu. Details<br />

may be seen in Tables 9.1 and 9.2.<br />
